NewPage may appeal tariff ruling
The Miami Twp. company had sought trade sanctions against Chinese glossy paper producers.

MIAMI TWP., Montgomery County — NewPage Corp. will wait on a written report from the United States International Trade Commission before deciding how to respond to that commission's ruling this week against tariffs on Chinese glossy paper imports, a NewPage spokeswoman said Friday.
NewPage's response may be an appeal, said Amber Garwood, the spokeswoman.

"Obviously, we are very disappointed with the ruling and we disagree with it," Garwood said.
That ruling said NewPage and other producers of glossy or coated paper had not been materially injured by Chinese imports which NewPage and others allege are supported by illegal government subsidies.
A statement from the International Trade Commission determined that U.S. industry is "neither materially injured nor threatened with material injury" from Chinese imports of coated paper. The statement did not address whether those imports are actually supported by illegal subsidies.
In March, the U.S. Department of Commerce agreed to impose trade sanctions against Chinese glossy paper imports, reversing a 23-year U.S. policy that had excused China, as a nonmarket economy, from subjection to anti-subsidy laws.
The Commerce Department had agreed with NewPage that the Chinese government was wrongly supporting companies with subsidies. The International Trade Commission works with the Commerce Department but may make its own independent determinations.
"To think that someone can produce (paper) product in China using imported pulp from Brazil, import it here and still have lower costs is nonsense," Mark Suwyn, NewPage chief executive, said in March. "It doesn't fit."
Garwood said Friday that the company stands by its position as it awaits the trade commission's written report.
NewPage has about 320 employees and contractors working at a corporate home it built on Gander Creek Drive this year. The company has about 4,300 employees in total.
