House bill proposed in response to slaying of mother
DAYTON - Montgomery County Sheriff Phil Plummer is expected to testify on Wednesday, April 29, on a proposed state law that would strike a car owner’s home address from their vehicle registration.
The proposed legislation comes after the shooting death of Jenny Nelson, who was killed in her Harrison Twp. home in January.
Plummer said Nelson was targeted by Charlie Myers, who drove nearly an hour from Columbus to rob the home.
Myers tied up Nelson, assaulted her 4-year-old son and was stabbed in the back after Nelson broke free, Plummer said. Myers grabbed a gun he brought and shot Nelson, Plummer said.
He then kidnapped the boy and dropped him off at a rest stop along Interstate 70 in Madison County.
Investigators said Myers got Nelson’s address from their car he stole while she and her husband attended a concert in Columbus.
Myers has admitted to the robbery and being in the Nelson home at the time of her death. He is in jail and awaiting trial on murder charges.
House Bill 50 is sponsored by Rep. John Domenick (D-Smithfield), who cited Nelson’s killing in his proposal.
Plummer is testifying at a third hearing of the bill. He said he is in favor of the legislation.

I hope Plummer thinks about this proposed law more thoroughly. Is this law going to hamstring us in law enforcement in that the address of the owner of the vehicle is not going to be available through LEADS? How are police officers going to know if a vehicle belongs in the area? Passage of this law will make it unnecessary to provide a copy of a registration to a police officer when stopped for a traffic violation.

Plummer should worry about fixing the 911 Center, and not testifying to enact “knee-jerk” legislation.

Why does one even need to have the registration in the car? Police can easily look it up from the plate. If it is a bogus plate, then the lookup will not match.

Bill, how would you know if a vehicle “BELONGS” in an area to begin with? A car comes back with a West Dayton address but you stopped them in West Carollton. So they don’t belong there? I guess this is how pigs get revenue though.

I haven’t carried a registration since the ‘60’s and no Officer has made an issue of it

FU LE, maybe you don’t care who is cruising your area at three in the morning but law abiding citizens do. I’ve stopped cars registered to owners from the east side in west Dayton many of nights. Guess what, they had either just connected for some narcotics or were looking for some. Get over your assumptions, we are out there doing a job the GOOD CITIZENS EXPECT.

Sheriff Plummer - charging $100 a year to decades old homeless sex-offenders living under bridges. Allowing 911 calls go unanswered. Letting “grandma” bake in a raging fire. Now again, trying to deflect attention while shining the light on the Nelson family. Phil Plummer: One mistake, after another, after another, after another, after another. Montgomery County can’t allow Phil another term. The county’s citizens can’t afford any more of Phil’s mistakes.

Hey Bill, if you are in law enforcement and use your work address as we are allowed to do, then you should know that LEADS shows your real address and not your work address. This bill is to just remove the address from the paper registration and not from the system. It will have no effect on law enforcement and besides that, I couldn’t tell you the last time I asked for a registration on a traffic stop. I get that info from LEADS.

Try reading the bill dummies. This will only remove the address from the paperwork. Not LEADS! An officer will have all the information he needs.

Durring a crime, display a gun… Mandatory 10 years, Shoot that Gun 25 Years, Kill someone life no parole. Problems will get better then!

I understand it is safer to look like you are fighting crime by pulling over the drug buyers cruising the streets but the real problem requires a little more courage. GO bust the drug dealers and stop profiling the citizens of your community. One drug dealer supplies how many junkies? Obviously you have a good idea where these drug dealers are so if that is the case there is no excuse not to take them out other than a lack of courage or a payoff.

Furthermore I do not fear your kids who come to the west side looking to score dope in my neigborhood. My fear is that yet another of our children will become a victim to these drug dealers we have not taken off the streets. I, as a citizen expect drug dealers to be your target and when you do see a deal go down take out both the dealer and the buyers. Street level crime is the result of not doing the job you are paid to do and that is take out the big boys! No leader no organization. Dayton is probably like the US governement though and the drugs are financing something the politicians support like a new pool or a house outside the city!
