The second annual Christmas on the Plaza will take place from 10 a.m. to 8 p.m. Dec. 13 in Monroe. Activities will be on Church Street, off Main Street and the parking lot of the city building. 
Organizers say parking will be available at the Monroe City Park and the old Monroe High School. Craft and food booths and free photos with Santa will be available in the council chambers of the city building. Toys for Tots will be on hand accepting donations.
Carriage tours to four areas in Monroe will also be provided. Rides begin at the city building on Main Street, visit the city park (public service organization will hand out information), Monroe First Church of God&amp;#8217;s Bethlehem Village from 5 to 8 p.m., Monroe&amp;#8217;s 1910 Museum and then return to the city building.

The 23-year-old Monroe man was arrested by Hamilton Twp. police Monday, Sept. 29 for trying to meet with what he thought was a teenage boy for sex after chatting online, police said. He was released on his own recognizance after his arrest.
Warren County Court Judge Don Oda granted the state a continuance because the complaining officer had been taken to the hospital and was unable to appear in court. Garitson&amp;#8217;s attorney, Robert Kaufman, objected to the delay, saying that his client was present and ready to immediately proceed with the hearing as originally scheduled.
Garitson&amp;#8217;s arrest came after an undercover investigation in which officers were posing online as juveniles. Police said Garitson solicited sexual contact with a person he believed to be a 15-year-old male. He was met by undercover officers instead.

Charles Andy Garitson of Monroe was arrested Monday, Sept. 29, for trying to have sex with who he thought was a teenage boy online.
Garitson, 23, a music director of Park Avenue United Methodist Church in Hamilton and an employee at Kroger in Monroe, was arrested and charged with importuning and attempted unlawful sexual contact with a minor by Hamilton Twp. police. He was released on his own recognizance.
Warren County Court Judge Don Oda rescheduled Garitson&amp;#8217;s case during an appearance on Tuesday until Oct. 7, when he will have a preliminary hearing regarding his application to be represented by a public defender, court officials said.
His arrest came after an undercover investigation in which officers were posing online as juveniles. Police said Garitson, of Britton Lane in Monroe, solicited sexual contact with a person he believed to be a 15-year-old male. He was met by undercover officers instead.
Besides serving as music director for the church, Garitson also served as orchestra director for a number of area theater companies where juvenile actors perform.
Hamilton Twp. police said they are investigating whether he had inappropriate sexual contact with any juveniles.
On a Web site called Mainstreet Monroe, some Monroe residents voiced sadness Tuesday that Andy  - a familiar and friendly face they have come into contact with at Kroger&amp;#8217;s in Monroe - could be the same person arrested by police in an undercover operation.
One resident asked other Monroe residents on the Web site to say a prayer for Andy and his parents, who she said are good people. 
Another said she has known Andy since he was a child and was surprised by his arrest.
Obviously, his arrest is creating a wide range of emotions and concern by some Hamilton and Monroe parents who either know him and his family or whose children might have come into contact with him.
Garitson, a former trombone player in Monroe Local Schools marching band, also helped at the district&amp;#8217;s preband and band camp this summer, said Monroe Schools Superintendent Elizabeth Lolli.
She said Garitson ran rehearsals with other adults. All the rehearsals were outside at band camp and he did not stay overnight at the camp.
Lolli said the district sent a note home Monday, Sept. 30, to parents whose children are members of the 33-unit marching band to let them know if they had any concerns to contact us immediately.
Garitson is a 2003 graduate of Lemon-Monroe High School, district officials said.

The Monroe Police Department&amp;#8217;s union for its patrol officers soundly rejected a tentative collective bargaining agreement Wednesday, Sept. 24, recently reached between the city and union representatives, said Detective Ken Parson, who represents the patrol officers.
Sticking points in the three-year pact with the Ohio Patrolmen Benevolent Association are for paid vacation to match the city&amp;#8217;s fire department, which gets four weeks for 10 years of service compared to patrol officers four weeks for 15 years of service; receiving some form of retroactive pay; and higher health insurance costs that non-union employees do not currently incur, Parson said.
He said the union plans to talk with city officials to try and come to terms on these issues.
Parson said if both sides are unable to iron out their differences then they would go to what is called a fact finder (an arbitrator) for non-binding arbitration. if that is unsuccessful then they would move onto conciliation or binding arbitration. In binding arbitration, he said the patrol officers union would have to accept what deal the arbitrator offers.
The sergeants unit postponed its vote until Monday, Sept. 29, due to scheduling conflicts, Parson said.

Our newsrooms are buzzing with phone calls and tips from locals regarding the extensive damage caused by high winds that ravaged Monroe Sunday, Sept. 14. Trees have fallen on almost every road in the region. Lots of businesses are closed and city officials are out assessing the damage.
&amp;#8220;Duke Energy is restoring power around the city,&amp;#8221; said Lt. Brian Curlis of the Monroe Police Department. &amp;#8220;We&amp;#8217;re just receiving a large call volume.&amp;#8221;
Curlis said it is imperative people stay away from down power lines. He said fires have been breaking out and it is a highly dangerous situation. The power is coming back on without warning and catching things around the wires on fire, including trees.
People should report damages, but he said to stay far away from the scene. 
There are no local shelters that he is aware of, but he said the largest retirement home in the area, Mt. Pleasant Retirement Home, is operating on a diesel generator.

Mount Pleasant Retirement Village will dedicate its new $1.5 million chapel beginning at 2 p.m. on Sept. 24.
The event is being held at the village, 225 Britton Lane.
Mount Pleasant broke ground last October on the chapel now named for Mary H. Kittredge, the lead donor for the project, which was funded entirely through private donations. Kittredge, of Dayton, passed away in July just before her 100th birthday.
The two-story, 3,724-square-foot chapel addition for the existing assisted living facility facing Britton Lane will seat 154 residents on the main floor and include an indoor 40-seat balcony, officials said.
The chapel will provide designated space for church services, which have been held in meeting rooms or activity rooms.
The multipurpose venue also will be used for community-wide events and performances, they said.
