State worker caught golfing on work time
State worker Myron “Skip” Downard falsified his time cards, saying he was at work when actually he was ducking out to play with his Wednesday afternoon golf group at courses around Columbus, a report by state Inspector General Tom Charles said Tuesday, Nov. 17.
The inspector general investigated after a supervisor at the Industrial Commission of Ohio noticed discrepancies on Downard’s time records. Downard, who made $81,904 a year as a manager at the commission, retired Oct. 17, on his 26-year anniversary with state government and after the inspector general confronted him.
Scoring records from the Ohio Golf Association and time sheets filled out by Downard show he was golfing a dozen times while on the clock between April 2008 and April 2009, the report said. Four times Downard used sick time to escape to the links.
The report has been sent to the Columbus city attorney and Franklin County prosecutor for review.

Hey Kate how bout you worry about your stressful job and mind your buisness. The guy worked there for 26 years and im sure you dont know the 1st thing about him. How about you worry about yourself and your boring life. Obviously you have nothing better to do then make opinions about others and compare yourself to them. No one cares what you think

I knew the clown who was profiled back in the 90’s for faking a medical. He was captured on film hitting the golf ball without any trouble. Too bad the housing industry has tanked and he backed the loser for Sheriff.

To OPERS RETIREE, I know one of the guys who was exposed on TV in the 90’s. Sheriff Haines called the news to let them know there were a bunch of his former employees who took left the job on disabilities but were out playing GOLG everyday. Boy did that make some of them mad as He**. Most of them got second jobs and showed they really could work, just as Haines said.

THE FILM AND THE REST OF THE STORY SHOWED THESE ‘PUBLIC MEDICAL RETIREES’ OUT THERE WACKING THE BALL AS GOOD AS ANY CLUB PRO. THESE ARE THE REASON THE PUBLIC AND GOOD TAXPAYERS HAVE LOST CONFIDENCE IN OUR GOVERNMENT. PERS SHOULD CHARGE ALL THESE LOSERS WITH THEFT.

Hard to believe someone making over $80,000 would take that kind of risk in a world where these kind of jobs are hard to find .

I work for the State of Ohio and this story irks the heck out of me. I am doing the work of 3 people because of the hiring freeze and I AM THANKFUL TO HAVE A STRESSFUL EXHAUSTING JOB—ain’t doing nothing to screw it up!!! This bozo needs criminal charges for falsifying his time card and can pay back all the money through his PERS being garnished or something.

The undercurrent here is that he had nothing to do. No one missed this manager. The next question a good reporter would ask is, how much other bloat is there in our state government and why don’t they cut that instead of school programs?

To “useless employee”: They can’t fire him…he retired already. However, they can charge him with felony theft in office. Let him spend his retirement with a felony conviction on his record, and have to pay restitution to the state for those times he was being paid to golf!!

And like the other story about the guy running his real estate business while on state time in ODOT, chances are The State won’t fire this one either. Theft of taxpayer dollars are a way of life in government at all levels, and he will somehow survive to leach off us another day.
