UPDATED with union response - Chamber recommendations would create $1.4B in state savings, help plug budget hole

The Ohio Chamber of Commerce and eight metro chambers of commerce around the state - including the Dayton Area Chamber of Commerce - on Monday unveiled sweeping changes in state budgeting that backers said could save $1.4 billion over the next two years and billions more in the future.

Release of the report comes as Gov.-elect John Kasich and the state legislature next year face a revenue shortfall projected as high as $8 billion as they begin work on a new two-year-budget.

“Redesigning Ohio”, prepared at a cost of $150,000, would:

*Examine tax breaks that cost the state $7.7 billion annually and keep those that produce economic growth and consider ending those that don’t.

*Reduce prison costs by closing three prisons over the next two years and moving nonviolent offenders from adult prisons to non-residential, community-based monitoring and treatment.

*Reduce or cap “costly real property tax rollbacks.”

*End automatic pay raises through step increases and longevity pay for state workers and base merit-based bonuses on “objective performance measures.”

*Require a shared, 50-50 employee/employer contribution for state pensions and retiree health insurance.

*Use a “carrot and stick” approach with local governments to produce savings; earmark 15 percent of the local government fund next year and 20 percent in the following year for local government reform projects.

Gov.-elect John Kasich, through spokesman Rob Nichols, welcomed the report saying the chambers “have put forth some serious ideas that deserve serious consideration.”

Chris Kershner, vice president of public policy and economic development for the Dayton Area Chamber of Commerce, said the changes are “going to take political will to accomplish.”

Kershner and other chamber leaders from around the state unveiled the report at a Columbus news conference.

In a prepared statement, Eddie L. Parks, president of the Ohio Civil Service Employees Association, gave the report a mixed reaction.

The union, which represents about 35,000 public employees, agrees with improving efficiency and effectiveness to make sure “taxpayers get the biggest bang for their buck,” he said.

However, recommendations such as adapting business practices for government might run afoul of regulations and rules in place to protect taxpayers, Parks said.

The report did not cover two major areas of state spending - primary and secondary education and Medicaid. The Ohio Business Roundtable, a partnership of the chief executives of the state’s major businesses, is working on those issues, chamber leaders said.

The report has a bipartisan pedigree. To prepare it, the chambers worked with policy consultant David Osborne, a former adviser to Democratic Vice President Al Gore, and Greg Browning, state budget director under Republican Gov. George Voinovich.

“I think the Chamber of Commerce’s budget recommendations are likely to be taken very seriously ,” John Green, director of the Bliss Institute of Applied Politics at the University of Akron, said.

Kasich is competent and already made tough decision to stop rail, as tempting as it is to take the money. But he realizes the State of Ohio is already facing budget issues with Medicare, etc., otherwise we could be like California, New York, Illinois and facing bankruptcy. (notice that the the liberal states in the worst financial condition didn’t turn down the money for rail even though they can’t afford it, either.)

Funny. Kasich is a “political opportunist”? How is that. I believe he has won every office he has run for. Let’s compare him to Ted Strickland, the man who would balance Ohio’s budget because the federal government was going to be “sending us money”. Ted Strickland was a jailhouse preacher which is what I hope he goes back to. (Don’t you find it funny that the left keeps religion out of our lives at every turn until someone is incarcerated? Then they force it down your throat). Sir you can call me a “lemming” because I do not want our government, fed state or local, making decisions for me. The stark reality is that “the less fortunate” our political leaders love to mention in almost every speech are “less fortunate” due to their own irresponsibility in a great majority of the time. All I ask is that your kind leave me and my family alone. I pay plenty of taxes. Pay attention to economics and you will realize what the government is trying to sell you is a bunch of nothing. Government is bloated and inefficient. The same thing, unfortunately can be said about your beloved unions. They don’t care about the “working man”. They care about power. Please listen closely the next time Charles Schumer speaks and tell me he really cares about the poor and down trodden. Was John Edwards your hero? Give me a break. He must have gone home every night and LHAO at you “lemmings” that believed his BS. Don’t even get me started on the drunken murderer Ted Kennedy who was so lovingly eulogized by our Judge Nevius. Give me an break. At least I’m smart enough to know the government is not looking out for my best interests yet you call me a lemming. FUNNY!

EDOG I wouldn’t expect anything less from a lemming republican. I applaud you and your multiple degrees. I readily admit that many unions have issues that need to be addressed but the same can be said for management in as well. G.M. is a prime example of gross errors on both sides of the table, but to say unions are not needed is just stupid. The only reason the non union sector is paid so well is to keep their employees from going union, just do a little research. When that equation is taken out of the mix companies will reduce the pay of employees because there will be no labor competition for people with marketable skills. @Perspective Merry Christmas to you as well, hope your holidays are filled with joy, peace and happiness. In resect to my career I apologize if I seem to sound over glorified in what I do but when I read crap written by the opposition everyday I guess I get defensive. It is not that I hate republicans, I have voted for a few in my day when I felt they were looking after my best interest. I dislike (alright hate) John Kasich because he’s an political opportunist, the same reason I hate Mike DeWine. Kasich because he quit as a congressman to make it big on Wall St and when that bubble burst he decides he wants to re-invent himself as a dedicated public servant. He has always been against organized labor and those that fund him want him to be the puppet sent forth to kill organized labor. Dewine goes after the AG job because he’s getting tired of the college lecture circuit not because Cordray was doing a bad job, but because Cordray didn’t file a law suit against Obama care. I voted for Obama and am regretting the decision for he’s done next to nothing that he said he would do. Transparency in government absent, lobbyist reform non existent, affordable health care a debacle, will I vote for him again? As of now No, he has failed me. With that said I see a very radical and violent revolution in this country’s future, and folks like EDOG and his political mantra will pay a heavy price from us serfs, and I really hope he likes cake cause he’s going to get the chance to eat some. Your unions are more responsible for the job losses in this country than any other entity. Anyone with a brain can see directly into what collective bargaining means. Those with no marketable skills must “stick together” to suck as much money from a business owner as possible. By the way I would be willing to bet I make much more money than any “unionized” employee in this state. Why is that? Because yes, I have multiple degrees and I have much knowledge and many MARKETABLE skills. Do not neeed a UNION THUG to negatiate my wage! Again, Republicans as far as the eye can see! I carry one too but you seem to think you are the end all be all of the working folk and you’re not. You need to quit foolishly challenging people to do your job.It’s the career path you chose as I chose mine.Doesn’t mean we’re any better or worse than someone who chose another path in life. I also make more money than a lot of folks with college degrees due to the skills I’ve acquired over the years but I don’t rub it in their faces. I think the real problem you have is you hate Kasich(which is odd because I don’t think you really know him well enough to hate him) and anything Republican. Just come out and say it instead of beating around the bush. As for transparency I think you best look to the Obama administration who swore total transparency,reading all bills before voting(oops we had to pass the healthcare bill so we could see what’s in it-Nancy Pelosi),paygo(oops how’s that deficit looking now?). This should really get you riled up,how about Obama showing us his ACTUAL birth certificate. Anyway get off your high horse,lot’s of us do physically demanding jobs. @ L Berry, it’s agreed that the Pension bust wasn’t entirely Mr Kasich’s fault. It should be noted though that Mr Kasich pushed hard to get these two groups together. Greed begets greed I suppose. and please get off the high horse of hundreds of hedge fund managers blah blah blah crap. Kasich quit congress to go work for Lehman bros. and why? he had all his lobbyist contacts and was ready to make some REAL CASH. If this wasn’t the case why did he choose unlike all the others who have ever ran for Gov to disclose his tax returns? I get so tired of people posting “facts” about how GOP screwed the Pension Plans by fraud and deceit. The facts are plain, Governor Strickland had people appointed to provide oversight of the Pension Funds. They were greedy, going after the high profits afforded by investing in high risk stocks and bonds. As long as the market was going up, they looked like heros, but when the market fell, they didn’t have the sense to sell off high risk stuff and the pension funds lost millions in worth. So how is that the fault of the GOP? They weren’t in charge of teh investments, Gov Strickland’s folks were. But it’s so easy to blame John Kasich because he was “Managing Director” of Lehman Bros. Lehman had hundreds of “Managing Director’s”. Kasich ran a two man office in Columbus. He did not run the company, nor did he sell high risk stocks and bonds to Ohio Funds. He may have introduced Lehman Bros sellspeople to Ohio Fund Managers, but the fund managers were the ones at fault. They wanted high returns to increase penions for all Government retirees.

First do away with the Patronage jobs, the ones that are tripple pay for what the job pays the rest who work in it in the private sector. Second There is a lot of state jobs that are very dangerous and stressfull. Third the good jobs that used to support these services are gone, Never to come back. That means the pay and benefits will have to come down. No income to support them. Politicians lie, they are controlled by the groups (people) who pay for them to run for election. Guess what everyone loses except for the Politicians and the people who put them into office.

I thought Strickland was in office before today? First, there are millions on welfare that are abusing the system and NOTHING is done when you report it! Check it out. They buy better food at the store than a fulltime worker can and it shows in their lazy “fat *#s”. I have heard people sent to jail for 5+ yrs. and are no more ‘guilty’ than their victims that sent them, and this is justice? If we brought punishment and prayer back into schools and educated the children like the elder generation were we may be better off, think about it. But no there is TOO MUCH logic in this and TOO SIMPLE of a fix that the American people cant handle. God Bless America because the people are falling short of Blessing God. Does anyone remember what Ronald Reagan once said, “If we ever forget that we are one nation under God, then we will be a nation gone under”. Yes, the working are being taxed excessively while the rich are getting richer, the middle class is slowing being squashed into poverty. There are TOO many government officials, just as there are too many ‘Chiefs and not enough Indians’ in ALL businesses and government offices. So what is the solution? Does anyone really have it? We have to trust that someone will find it some time and turn it around if it means turning it upside down. If the prisoners like to kill, then create a ‘prison war troop’ and train them to go get Bin Laden! Remember him? Oh, ‘It’s a Wonderful Life’. Everybody wants more and more, just cant get enough of the good life.

i know of persons in butler co, the goioid old boys network who have got people who are very close to them county jobs at a late age who have worked very few yrs and then retired very soon and draw full pensions and benefits. the fat cats dont worry about the people who have put in long yrs to earn the right to benefits. i guess you get in late and get out quickly so you get what a lot of people work a long time to get!

Just a couple of comments: First to ohiodonkeydude..you are a State employee and you think it’s ok to pay half of your health insurance when you retire. Better check on your projected pension. I’m guessing you will be working for many more years than you thought. How would you feel about the current State employees paying half? I’m retired and a hit of $400-800 a month will hurt. I’m not sure how my paying half the cost of my insurance will benefit business. It will be more money I won’t spend on goods and services. It should be noted that I and other retirees paid more of our share of pension contribution since the last revision this was to cover projected health care costs; now I should pay more; half of the cost? State retiree and the benefits of current employees have been seriously reduced; our costs have gone up! Or didn’t you know that? The Chamber doesn’t know what the deal is…they are trying to ride the wave of negative sentiment directed towards public employees. They are biased and blind to issues affecting State employees and have nothing at stake but a popular stance trying to enhance their credibility. Who on the Chamber has worked in the public sector? The newspapers are applauding the “reports” about the problems concerning the State pension funds, stating that legislators must do something! In reality there isn’t any real substance in the reports or articles that have been printed. Facts are lacking and the individual pension funds aren’t addressed but rather swiped with the same brush and generalizations that read like a gossip column. Where is the specific data that relates to specific problems in specific funds? I do consider myself fortunate to have been able to retire…. I planned for it, saved for it, and worked for it! I paid more into my pension than my private sector friends, and also made several thousand a year less than my friends, to serve. And what about these State retired“millionaires”I’ll bet my next month’s pension check that the average pension check for a Ohio PERS retiree is far less than the money that those serving on the Ohio Chamber of Commerce makes in a month…. Ohio—-listed as one of the ten worst states to retire to…no wonder!

I would rather pay tax than to pay on a private level for services! If you pay private for a services it will cost you alot more. So yes goverment tax paying is a much better way and will save you money!

@Great in Dayton your probably one of the local roofing contractor’s that hire illegals for work and their payment for the week is you let them stay in your garage and pay em 100 bucks for a 96 hour work week. I may not always agree with the way my union spends money but I do have a say in it.

I am all for getting rid of the violent offenders. Wipe them out and we would save a ton of money. Lifer’s in prison are just a waste of my tax money and everyone else. Why are we wasting our time on just the public employee unions? The state legislature needs to pass the Right To Work laws as soon as they get into office. We can set these useless bloodsuckers back a 100 years in this state if we take the right of the unions away from confiscating dues and handing it to the Democrats. Kasich doesn’t have to bring it up the legislature has to pass it and it will pass easily now without a fight. The Dems had might as well stay out of the chamber, if I was the Speaker in Columbus I would keep them out of any discussions about what needs to be done, they will just slow down the progress we can make this year.

for all of you who are saying “prison is a day spa”….. go take a visit, or ask one of your friends who has spent at least a few weeks in there. Then come to the “REALIZATION” that it is pure HELL, and non-violent productive members of society get their jobs taken away and lives completely DESTROYED by them!!!!

We spend more money jailing people than any democratic county on the planet yet we are no safer than those other countries. We need to use different methods (community service, house arrest, etc) for dealing with non-violent criminals that saves money and makes them more productive citizens.

If you have solid evidence that the jerk committed homicide, then kill them! What the hell are you idiots waiting for??? It is senseless that I cannot get this stupid county to collect my child support but they can up my taxes, Im a single mother, living in poverty, even tho I work a full time job, I cannot qualify for any assistance because I make $13 an hour! But you will feed and house these a******s who are killing people and kids with no problem. How about you just legalize all drugs, that way the idiots will kill themselves off and I wont have to support them when they are in jail and I can buy my kids Christmas presents with the money I save when you lower my income tax!

It’s about time public employee unions were reigned in a little bit. If they are made to reflect private sector pay & benefits a little closer it will reduce the deficit and government overhead considerably.

The new Gov has already made it known that he will break the unions. I am sure the Chamber will support him all the way. The Chamber is just one of the organizations the gov has to cow tail to because of their support. I guess we won’t be needing the Legislators any more the Chamber will make the laws.

Unlike local government and k-12 schools, prisons have no tax income of their own, and unlike higher ed they can’t charge tuition. Best way to save money on prisons is to put fewer people behind bars. Maybe marijuana users could be fined instead of jailed.

Quit treating prisoners like they have rights,violent criminals who were convicted of crimes that involved a homicide should be put to death immediately. Dis band the ACLU that’s part of the problem that the prisons are like day spas. Cut the size of the employee’s in all Government by at least 25% make the rest pay a portion of health care if they want it, make them pay for clothes they wear, reduce starting wages for police, fire, and other public service jobs, don’t cut tax rollbacks on property our property taxes will double and they are already to high. It’s time we have less Government I am glad to that I have my concealed carry !!!

This is pure BS! Why in the world are people that have killed and sex offenders still allowed to LIVE? Put them to death a.s.a.p. line them up and do one at a time or mass line up and put them to death like the olden days. Save thousands. There is no sense in their luxary lives in prison, tv, good food,visits from family,gyms, library,take it all away, and let the rest do boot camp work 12 hours a day.Everyone best go get their CCW and be prepared to take action cause everyone in the systems are SCARED to do it! As an instructor in the prison system, we are reminded that the average felon is only caught/convicted of 3% of their crimes. Just because they are convicted of non-violent crimes, DO NOT make the assumption that they HAVE NOT COMMITTED violent crimes.

How about feeding them three very basic meals a day? Cold cereal for breakfast, pb&j for lunch, spam for dinner. No TV, no entertainment, etc. They are there to be punished. Not to be on vacation. That would save some money.

That is right, put the offenders regardless if they are violent or not back on the streets so they can kill someone or continue to do what put them in prison in the first place. IF we didn’t make prisons so nice then there wouldn’t be the need to close 3 prisons!! Prisoners are just that…Prisoners…they did something to break the law and need to serve the time. What is going on here when the Chamber is doing what the State Legislature should be doing and spending that kind of money for what…to increase our taxes…I am struggling as it is don’t make it harder on me!

Ohiodonkeydude, You need to get a grip. A fifty/fifty split will significantly decrease your take home pay. Granted, we’re all going to have to sacrifice, but why is it always on the backs of the middle class? The only thing that makes sense to me is closing some prisons. I have little faith in the Chamber of Commerce after seeing who they supported in the last election.

Since when does the Chamber of Commerce make recommendations regarding the State budget? Perhaps we should disband the State Legislature which has authority over the budget. Surely the Chamber knows best!

David has served as an advisor to Vice President Al Gore.” Given generally demography of of sources for this document, it’s hardly fair to the working middle-class in that it WILL increase our taxes. Removing rollbacks is, in effect, a tax increase. Returning the money earned by each of us for our own use is neither a tax increase nor gift.

As a state employee, these sound pretty good to me so far. Obvioiusly, we are all going to have to give more. I agree with the 50/50 split for retirement and health insurance, closing loop holes that don’t work and maintaining tax loop holes that do have a positive effect on the economy, reduce prisions and population of non violent offenders. All GOOD Stuff. Go with it.

We have a foreclosure crisis in this economy. Kasich doesn’t care about those Ohio residents who are struggling to keep their homes. He just wants to increase real estate taxes so by taking away the roll backs and put more people out of their homes.

This budget is fair because affects everyone. Getting rid of loop holes for tax breaks that do not create jobs is a good idea. Not letting property taxes plumet because of homes depreciating is also a good idea. If they didn’t do this local governments would just riase taxes through levies and eventually when home prices recover we would be paying even more. Nothing else in this article has anything to do with taxes.
