By It's Great in Dayton!!!

The only chance Dayton proper has is to completely bottom out, then rebuild. City of Dayton will have to depopulate even more than it has so far. The tax base will have to shrink to the point that stealing public money just isn’t worth the effort. Things are definitely moving in that direction.————————————- Then, MAYBE, salvage and rebuild can occur.
