Tipp City resident Susan Hickman, who runs an animal rescue and boarding house for special needs animals, has just returned from a $10,000 New York makeover with stylist Billy Lowe of New York. Hickman is a single mom with a special needs child, and was the grand prize winner in a contest sponsored by Artes Medical. Lowe appears on TLC’s Ten Years Younger. Dermatologist Gary Palmer of Centerville also contributed to the make-over. Meredith Moss, Staff Writer
