Local resident calls for ouster of police chief

Local resident Joseph Mansour during a meeting Tuesday, Sept. 22, asked West Chester trustees to relieve Police Chief Erik Niehaus of his duties for what he described as a lack of trust and a disregard of the law.

He also called Niehaus a liar.

Mansour, who is running for one of two open spots on the West Chester Board of Trustees, began his presentation Tuesday by saying he wasn’t coming before trustees as a candidate, rather, as a concerned resident.

However, the packet he passed out to each trustee and to the media Tuesday says the document was “Sent via personal delivery by candidate Joseph Mansour for Trustee…”

If you recall, I wrote this story in February about Mansour fighting charges of making false alarms. At the time, he said the charges could have cost him his career.

The story also discusses six changes Mansour proposed for the police department.

Then, in June, Mansour, representing himself, was found not guilty in Butler County Area III Court. He took that opportunity to announce his candidacy for trustee.

Mansour took issue Tuesday evening with Niehaus’ comments in the second article regarding an internal investigation.

After looking into the aforementioned investigation, Mansour said he found none. He also said Niehaus “does not care about the jury verdict.”

“In effect, chief Niehaus denounces our judicial system and he does not recognize the jury verdict as the rule of law,” Mansour writes.

Niehaus denied Mansour’s latest allegations.

“While we didn’t do a formal written investigation, we did an internal review into the matter to determine whether we had probable cause (for charging Mansour),” Niehaus said. “That review determined that we did have probable cause.”
