New housing is another try at developing former Summerfield property

TROY — A new plan to build 135 houses on a property with a new name was unanimously approved by the Troy Planning Commission on Wednesday, Oct. 28.

The Planned Development on the former Summerfield property off Ohio 718 across from Concord Elementary School was presented by developer Jessica Minesinger, acting as agent for land owner Judy Tomb.

City voters have rejected three previous plans to develop the 57.2-acre Summerfield site in referendums since 2003.

Last month, Tomb presented a fourth plan for the 57 acres, but withdrew the request.

The new plan, called Stonebridge Meadows, includes those 57.2 acres plus an adjacent 5.8 acres. The development would be five phases with a four-acre park, a five-acre pond and building lots ranging from 9,000 to 12,000 square feet (66 lots) to more than 20,000 square feet (7 lots).

Minesinger said the concept for the newly proposed development is an extension of the Stonebridge neighborhood, which has sold lots despite tough economic times. The final 25 lots in Stonebridge have been sold to builders who are constructing houses in the $300,000 to $500,000 price range.

“At this point in time — this projects makes perfect sense, to transition that market to this neighborhood,” Minesinger said. “We really envision a beautiful neighborhood.”

Tim Davis of the city staff said the houses would be of similar design and primarily with brick and stone exteriors.

Before the commission vote, Chairman Jack Waters asked Minesinger to encourage more alternative energy options in the housing, beyond allowed solar panels. The commission’s recommendation to the City Council was unanimous. Council will hold a public hearing on the planned development in December.

That land needs to be kept as is, keep farming it. I need farm ground to spread turkey litter and hog crap on. That's what the area residents desire. Owning the ground and meeting the zoning requirements don't make you right. This isn't America, it's Troy, OH. Give into the will of the Nimby group who alread have their little slice in the area and don't want change.

Come on Tomb, do what's right, not profitable and build homes on 20 acre lots or let me provide some fresh air for the people.
