DAYTON — Welch Packaging Dayton, Inc. plans to create 23 new jobs over the next three years at its 835 S. Edwin C. Moses Blvd. facility, according to a city of Dayton development agreement approved Wednesday.
Welch bought the former Imperial Packaging site last June and plans a $2.3 million renovation of the building. Welch will retain 23 existing jobs and create 23 new jobs with an average salary of $32,000, according to the agreement.
Welch Chief Financial Officer Patrick Baert said the company is a manufacturer of corrugated products — from simple brown corrugated boxes to more elaborate displays, to any packaging a customer may need.
“Welch decided it wants to grow and become part of the community,” Baert said. “We’re currently in the process of upgrading the building and expanding our operation.”
City of Dayton economic development specialist Keith Klein said the project depends on Ohio Job Creation Tax Credits, and he expressed confidence that those credits would come through.
“Our expectation is they will meet all those requirements, and it’s just a matter of getting the paperwork done,” Klein said. “We’re working closely with JobsOhio and the Dayton Development Coalition to get that done.”
The city of Dayton will provide $20,000 in grant funding to assist in energy-efficiency aspects of the renovation. In return, Welch will commit to paying certain levels of city income tax from 2012 through 2016, based on the plan for new hires.
The agreement also contains a “clawback” provision, which requires an annual review of the company’s payroll and allows the city to recapture funds if Welch does not meet its goals.
