Democrats to propose $3.1B in BRAC funding

Democrats in the U.S. House said Thursday that they will propose $3.1 billion in funding to carry out military restructuring mandated by the Base Realignment and Closure process of 2005, under which Wright-Patterson Air Force Base is to receive new programs in coming years.
The $3.1 billion could include $19 million that Wright-Patterson officials are counting on receiving this year to do infrastructure work.

It is intended as preparation for the 2008 start of $260 million in construction to house aerospace medicine and other research programs. Those programs are to be relocated to Wright-Patterson by 2011 from other U.S. installations, as part of base realignments and closings intended to make the military more efficient.
Legislation approved by the House and Senate last month to authorize spending to keep the government running for the fiscal year that ends this Sept. 30 didn't include the $3.1 billion in BRAC funding.
Sen. George Voinovich, R-Ohio, predicted during a visit to Wright-Patterson last week that the Senate will approve the additional BRAC funding.
The House legislation is designed to provide nearly $100 billion the Bush administration has requested for fighting in Iraq and Afghanistan, House Speaker Nancy Pelosi said Thursday.
