Fulton, Union counties say move to optical-scan voting by fall not doable

COLUMBUS — Elections officials in Fulton and Union counties have said they can't comply with a directive from Ohio's top elections official to switch from touch-screen voting machines to paper ballots in time for the November election.
Fulton County said last week it would not comply with instructions from Secretary of State Jennifer Brunner to make the changeover to the new optical-scan system, in which ballots filled out by hand are tabulated by computer scanners.

Elections officials in Union County said they don't have money allocated from the county commission to make the switch.
