Deputies: Mom forced prostitution

HARRISON TWP., Montgomery County — Sheriff's investigators say Rachel Sue White, a self-described married mother of three, used her 17-year-old daughter as a prostitute.

Melvin, 41, who was arrested with White, is charged with promoting and compelling prostitution.
Plummer said vice officers working in Harrison Twp. got tips that a woman had started using her minor daughter in prostitution at local hotels. Undercover officers went to a hotel on North Dixie Drive at East Siebenthaler Avenue
at around 8 p.m. Monday, April 21, and contacted a man later identified as Melvin.
"The male there acted as an organizer," Plummer said. "He told them which room the girl was in, what services she was good at and how much she charged. He accepted money, and pointed them to the room."
The officers arrested Melvin and White. Officers found a small amount of marijuana in their possession, Plummer said.
White's daughter, who was not named, was placed in the custody of the Children Services Division of Montgomery County Department of Jobs and Family Services. She is staying with a relative, said Children Services spokeswoman Ann Stevens.
Plummer said the teen may face charges as well.
Melvin was in prison twice between 2000 and late 2006 for convictions of aggravated robbery, receiving stolen property and robbery, according to the state Department of Rehabilitation and Correction.
White identified herself as married with three children on her jail login sheet, but did not list a job. Her recent addresses include the YWCA in downtown Dayton.
White has been arrested at least six times since 2000, according to officials with the Montgomery County Jail.
In January 2007, White was charged with possession of drug paraphernalia, a misdemeanor, after an arrest in Jefferson Twp. In September, White was placed on five years probation after she pleaded guilty to disorderly conduct in Montgomery County District Court.
