Residents applauded as two men who barricaded themselves inside a third-floor apartment for nearly three hours were led out by a Warren County Tactical Response Unit.

The men, Brandon Foxx, 22, and Ben Parks, 23, were placed into a waiting Carlisle police cruiser at about 10 p.m. Wednesday, June 18, at an apartment complex at 948 DuBois Road, where they were taken to the Warren County Jail, said Carlisle police Lt. James Slyder.

A half hour earlier, bystanders watched as a tactical response team led Parks' wife Joyce, and their two young children Jessica, and Christopher, out of the apartment following phone calls and a face to face meeting with hostage negotiators, according to Slyder, who added, "it was a job well done."

Joyce Parks and the children were in the apartment where the two men were holed up following an altercation that sent Christopher Sweezey, 19, to the Atrium Medical Center in Middletown for treatment for head injuries, a broken nose and minor bruises, police said. Witnesses say Sweezey was beaten and kicked by Foxx and Ben Parks.

Carlisle police first responded to the apartment at 7 p.m. to a report of an assault in progress, according to Warren County dispatchers, after two men reportedly flashed a handgun tucked inside their pants and was shown as he lifted up his shirt.

Slyder said Parks and Foxx were reportedly out drinking earlier in the day, and would not open the door for police.

Joey Houston, 20, who lives in a nearby apartment building said he was playing with the young children of a friend, Crystal Humphries, when another woman said something to them.

Houston said Foxx and Parks started saying things to him from the balcony and he challenged them to come down. He said the men came down and one took a swing at him (Houston). Other neighbors reportedly called for police during the fight.

"They couldn't beat me up, so they went after my cousin," Houston said.

Houston said he ran to get some help and Humphries then got into the scrap with two men.

Humphries, who lives in the apartment next door to the Parks family, said Sweezey was "gushing blood" and tried to pull the men off him.

Both Humphries and Houston said the men went back up to the apartment and came back on to the balcony, saying they were going to "shoot all the DuBois (explitive)."

Once police from several agencies from Warren and Montgomery counties arrived, there were no more threats made, according to Slyder. As SWAT officers brought the men out in handcuffs, residents watching behind the yellow tape cheered and one said, "don't come back."

Carlisle police Chief Tim Boggess said a .22 caliber rifle was found by police in a hall closet in the apartment but no handgun was found as of late Wednesday night.

Boggess said Foxx and Parks, are slated to be arraigned noon Friday, June 20, in Franklin Municipal Court, are each charged with felonious assault and inducing panic.

Both men are being held without bond in the Warren County Jail on charges of felonious assault, a second-degree felony. Both also are being held for inducing panic, a second-degree misdemeanor, according to a jail booking officer.

The incident remains under investigation and additional charges may be filed, Slyder said.
