Time Warner Cable customers could get refund credits

COLUMBUS — Time Warner Cable on Monday, Sept. 22, said customers must be without cable service for 24-consecutive hours after power is restored before they are eligible for a refund credit.
That's because the outage could be related to the blackout and not Time Warner's network, said Judy Barbao, public affairs director. That's in accordance with state franchise law, she noted.
After 24-consecutive hours without cable service, the size of the refund is pro-rated by the hour.
Typically, the only way to determine which utility is responsible for an service outage is when electricity is restored and the cable service doesn't immediately follow, Barbao said. "If the electric is on and the cable is out, we have to determine if it's an issue with our plant," she said.

As of Monday, cable service has been restored to more than 95 percent of customers, Barbao said.
