Threat led to standoff, report shows

DAYTON — A six-hour standoff Wednesday, Oct. 15, started just before 2 p.m. when James Wilson threatened to shoot a police officer, according to Dayton police.
An officer arrived at 437 Briarwood Ave. after employees of a local mental health center arrived to check on Wilson's well-being.
Wilson allegedly said he was a member of the CIA and had grenades and a 9mm handgun, according to a police report.
An officer tried to talk with Wilson through his apartment window, but the situation deteriorated after the 46-year-old man closed the window after becoming agitated.
That's when the Hostage Negotiation Team and the Dayton Police Special Weapons and Tactics team were called to the scene.
"He is paranoid schizophrenic," his sister, Diana Moulton, told the Dayton Daily News. "He has been having some problems the past few days and has been threatening to kill people. But he wouldn't hurt anybody. He's just having a rough time right now."
The standoff lasted until 8 p.m. when Wilson surrendered after police pepper sprayed him in his apartment.
Moulton said her brother told her he wanted to force police to shoot and kill him.
Police evacuated the building in case the situation turned violent, but there were no injuries reported.
It is operated by Miami Valley Housing Opportunities, which owns and operates 282 rent-subsidized service-supported apartments for homeless persons with disabilities in Montgomery County.
