COLUMBUS — Gun rights advocates call it "license bingo" — the game they play to get exactly the right combo of states' concealed weapons permits that will allow them to legally take their hidden guns all the way to Florida or Pennsylvania or other states.

Firearms instructor John Farquhar said it's not unusual for students to ask which state permits they need to legally carry concealed weapons for their entire vacation route.

"You have to have a scorecard to know what's what. And anything can change at any time so you have to keep up on it," said Farquhar of West Elkton in Preble County.

With only an Ohio CCW permit in your wallet, you'd be forced to disarm at the state lines of Pennsylvania or Georgia, or on the way from South Dakota to North Dakota.

Firearms enthusiasts often add licenses from other states that have more reciprocity agreements and also allow permitting of nonresidents.

For example, Utah allows nonresidents to take a Utah course in their home states and then apply for a Utah permit that is valid in 29 states, including Ohio.

Ohio has reciprocity agreements with 18 states.

"Literally, we call it 'license bingo' because you have square one, two and five but you need square three and four," said Ken Hanson, legislative director for the Buckeye Firearms Association and a certified instructor for Ohio and Utah.

No. I agree that Ohio should increase the number of States with which they have reciprocity. Should also consider allowing concealed carry without a permit. Alaska allows concealed carry with or without a permit with few limitations. There have been no problems since the requirement to have a permit was relaxed.

I disgree anyone who thinks we should be able to carry without permits. Just because i’m law abiding citizen does not give me the right to carry,i wouldn’t want that. I wouldn’t feel safe that anybody could carry even if they are a law abiding citizen. I thinks there should be training requirements it not to much to ask. The ohio’s 12 hour course is good enough and i stick by it. Utah should be removed from our reciprocity…

No. Easily, no. During the 45 days waiting for my ccw, the law enforcement authorities will find out: i am not a criminal, i am not crazy, i have good credit and i have defended (militarily) the constitution that guarantees OUR RIGHT to do so. If the news would show us the statistics that have been gathered, more armed citizens = less crime. Read about Florida.

Absolutely not. I think they should drop the required training and leave training to the private sector. I do think you should have to demonstrate safety and pass the backround check. There fee should be $20.00 for the time spent demonstrating your ability. In summary if you need training you would fail the requiremnt and have to seek the training at your own expense or possibly for free from another educated person. Without any requirments… some of the “cool” youngsters could carry to easy.

There are some states where law abiding citizens are denied the right to protect themselves and family outside of the home. These same states allow the politically connected, and celebrities to obtain concealed carry licenses. Some counties will issue a license to those that contribute over $5000 to a politician’s or sheriff’s election. The sheriff then approves the license.

In high crime areas, where the focus is on passing feel good gun control laws that affect law abiding citizens only, there is little being done to cut down on illegally armed gang activity. Why bother? There are laws against such activity, so it is no longer happening. There are those in law enforcement that have to decide:1-pick on traffic violators, a ticket counts as an arrest, and brings in revenues, or 2-armed gang eradication efforts. Which of those 2 choices to take to make it to an early retirement with a taxpayer funded 100% pension for life? During the rare times when unlimited overtime is restricted, moonlighting as armed security is easy, as everyone else is restricted from having weapons.

So in places like Los Angeles, who is allowed to carry concealed? Politicians and their cronies, anti-gun Hollywood liberal actors and producers, and gangs.

It’s a right that all law abbiding citizens should have. Lawful people do not get a permit to commit murder. If they get a permit in one state what should it matter if they have one in all 50 states. My wife was raped before the permit was available and she and I both would have been much better off if she could have always been able to carry. I’m sorry if they choose to take their own life because they choose to harm others. Thanks and take care. We should have the right to carry lawful.

The fact is that governments should not be involved in permitting the carriage of weapons, either openly or concealed, by anyone.

In Murdock v. Pennsylvania (1943) the Supreme Court stated that a constitutionally-protected right may not be licensed, nor a fee charged.

In Shuttlesworth v. Birmingham, Alabama (1962) the Supreme Court decided that “If the state does convert a liberty into a privilege, the citizen can engage in the right with impunity.”

I feel sorry for all the law abiding folks in the Northern Anti Gun Yankee States. Here in Texas we will probably approve the right to open carry and the right of CHLs to carry on a College Campus this term of the State House and Senate. To bad there are so many Communist in Ohio. We have them too in the People’s Republic of Austin. The futher south you go in Texas the more DemoMarxist there are, its just that they don’t outnumber the Good Citizens yet.

Continual training is the key. Shooting and a CCW is serious business and needs rules and qualifications to be safe and effective. Driving a car is a perfect example. Pass a test (barely) when you are 16 is just not good enough. To maintain your license you should have to test every 5 years. This will have a direct effect in traffic fatalities. Continual training and awareness reduces risk.

First, 12 hours is actually not enough training time. I have been involved in gun sports for quite a while and the more and continual training, the better. Don’t take me wrong- I think that 24 hours would be the right amount. I feel safe with my CCW, my only worry is others that want to play police and will get me hurt. You must be familiar with your firearm AND comfortable with it. You also need to have not only range time but tactical time.

boo freakin whoo, I bet the Dayton Daily News is just frothing at the mouth to get a story of a CHL holder going on a shooting spree. You liberals probably thought this place would be the OK corral when the Concealed Carry law passed but it hasn’t, you should do a story on all the negative incidents with CHL holders versus all the attempted robberies, car jackings, assaults, murders, home invasions and innumerous other crimes that have been stopped or deterred by CHL holders. I dare you!

LOL, it seems Laura Bischoff and Toby Hoover don’t get it… Apparently, Hoover thinks criminals go out and get a licensed carry permit. Where guns are outlawed only outlaws have guns, when the criminals start to follow the law then lets make more gun control laws. Fact is, cops don’t prevent violent crime, they show up and draw chalk outlines. Ohio needs more states with reciprocity, the more responsible citizens we have packing heat the safer this place is. Criminals love an unarmed victim!

Keep and expand the reciprocity with other states.

Also relating to Stephens comment. No where in the Ohio Revised code does it stipulate that Ohio residents must have an Ohio CHL to carry in Ohio. Many Ohio residents had a Florida CCW license from well before 2004 and have continued to legally carry in Ohio with a FL license.

If the license is valid in Ohio, it does not matter where the licensee is a resident.

As an Ohio CCW instructor the article is some what wrong and missleading. Our law states that if you are a resident of Ohio and you want to carry in this state, you must have an Ohio ccw permit and if you are a vistor from Utah your permit is good here. As a retired Police chief and instructor I feel we have the best training of all of the States.

No questions about owning guns, except for homeowners, and that was ONLY for replacement value, just like the computer equipment and cameras.

This my last comment as i am also a NRA instuctor I hope to get my revelor certification next month. I really liked this e-mail and I am not certain where it came from.

My next door neighbor wants to ban ALL guns . Their house is not armed. To respect their opinion I promise not to use my guns to help protect them.

I believe as Americans we need to let Washington Know that we are not crimals, but enjoy a sport that is as much fun as football, basketball, or baseball.

First, of course the Utah reciprocity agreement should not be canceled. And many more need to be established.

Second, there is a reason you don’t hear too much about the legal defensive use of a handgun (or any other weapon). In the last 27 years, I’ve had occasion to provide for the safety of “me and mine” six times. Three times with a handgun, twice with a knife, once with an ASP baton. Each ended with “no blood, no foul.” I didn’t call the police to report a crime hadn’t occurred…

I am a NRA certified pistol instructor and can and do teach the OHIO CHL course which is the NRA Basic Pistol Course and then Ohio Law on CHL and a practical test on a person’s ability to be able to use the handgun. Once a person has passed a course that meet the standards set by the Ohio Revised Code (ORC) they then must fill out a very long application form in the county they live or a county that is adjacent to the county and supply a copy of the satisfactory completion of an approved course

I am glad Ohio has a reciprocity agreement with Utah. Someday, I hope to see a nationwide reciprocity agreement among all states. As an Indiana resident, I have had a CCW permit for over twenty years. Having the option to carry is a right that the people of Indiana cherish as a deterrent to crime. CCW works and law enforcement here encourages it.

I’m fine with it! Let’s do more reporting on the illegal carrying of firearms…that’s the problem. And to whoever said “what’s the point, who has stopped a crime or saved someone’s life”…DDN actually reported on a guy that was running in his neighborhood and was about to be the victim of a robbery. He had actually just taken the CCW course and was able to pull his weapon and take down the punks!!!…of course DDN didn’t plaster this on the front page…it was a rather small article.

Well once again we get to hear the pearls of wisdom from Toby Hoover. The loud mouth that would like every person in ohio to disarm and submit the their attacker. Now she has a problem with another provision of the ccw laws. She always has a problem with the law because she is a control freak and didn’t want this ccw law in the first place. It probably really ticks her off that there are upwards of 140000 people in this state that hold ccw’s. Plus more every day.

We should not cancel reciprocity with Utah. People need to be informed about Concealed Carry before they make irrational statements about guns. Law abiding citizens who carry handguns for self-defense are not the problem. If journalists spent as much time worrying about criminals who carry guns illegally as they do about honest law abiding citizens who carry for self defense, we might actually be able to reduce crime. The Irrational anti-gun groups need to study the facts!

The lowlifes and the criminals do as they please they have nothing to lose but alittle time in jail where they have a decent place to live with cable tv and 3 square meals a day. They meet new friends and learn how to be a better criminal. But the good citizen who works buys a home raises their kids and pay their taxes. They better be licensed for everything. Gun,dog,car,boat you name it the gov. wants your money and they want a file on you. Cause they no you have the most to lose.

Addt’l comments: The problem hunters run into is the way the current law restricts carrying concealed handguns in the field. Currently, and this is the way I understand it, it is unlawful for a hunter to carry concealed the firearm with which they are hunting, this includes all types of firearms. Only those with valid carry permits in the state of Ohio may carry a concealed firearm while hunting and this firearm cannot be used in any way in the taking of game.

Wow, where to start. First off I think every law abiding citizen should obtain their CHL, but only if your life and your families life are worth it to you.

And as far as hunters go, McRib there are a lot of people that use handguns to hunt in Ohio.

And Karon pretty much hit the nail on the head when she said “could imagine sitting on a commuter train wondering who’s armed?” Thanks for seeing it that way, I can see the crime rate already going down. Can’t you?

McRib: To address your comment about hunters, I would like to direct you to the current hunting regulation available at any Wal-Mart. Some hunters choose to take game with a handgun. I, personally, enjoy hunting small game with my .22 cal pistol. Handguns larger than .357 mag. in caliber and with a minimum barrel length greater than 5.5 inches are also legal firearms for taking big game such as deer.

All gun owners beware, most homeowners insurance no longer cover you if you accidently injure someone or damage property with a firearm. You must purchase a gun rider to have this coverage. This includes any medical payments, even for yourself. Your health insurance will not cover you! Same goes for dog owners, exotic animal owners or owners of trampolines. Many of these are no longer covered without extra $$$ paid out. Check your policy!

WHat’s the point of it anyway? Every building in Ohio has a door with the message plastered on it that says, ‘It’s illegal to carry a conceled weapon in this building”, etc. This whole idea of concealed weapons is ridiculous. How many people actually have defended themselves (or someone else) or have stopped a criminal in the middle of a crime? Probably not many. As for you “hunters”, concealed weapons don’t even apply. Like you’re going to conceal a rifle. Or hunt with a hand gun.

It seems kinda odd to me that you can now leagally carry a non-concealed weapon with out a CCW license. But then after retaining the CCW license, you can no longer carry a non-concealed weapon. Does this make any sense to anyone?

Try living in the United Kindom. It is very hard to have a gun or rifle in Britian. You have to have a psychiatrist ok, before you can get a gun. Only the police and criminals have guns in Britian. I am against people owning fire arms. Sooner or later someone will get shot. I would like to see people get a psychiatric evaluation before being issued a hand gun in Utah or Ohio.

Take the case of a driver’s license .. if you were moving to Ohio, you have to write the test to transfer an out of state license to an ohio license. What does Ohio think .. that other states’ test is not sufficient? Ohio must make the new citizens feel welcome not otherwise ..

The writer seems to imply that there is something underhanded or nefarious about a citizen attempting to comply with the laws of each respective state he or she may visit.

Imagine if driver licenses were subject to the same restrictions as concealed carry licenses. You can drive in Ohio, but not Pennsylvania; you can drive through downtown Dayton, but not through the Cuyahoga Valley National Park, you can drive through one mall parking lot, but not another. Senseless - isn’t it?

How many hours of ccw training did Jason Dean or the guy that shot and killed those 2 young girls have ? why as an american citizen should i have to take a course to exercise my constitutional right to bear arms just to be able to protect myself from criminals such as the ones above ? I think Ohio does enough to keep people from legally having guns through their practice of handing out domestic violence convictions for a mere spousal arguement. EVERY married couple that i know of argue sometimes

It is a constitutional right to carry a gun and I think we should be able to carry a gun in every state. However, there are a lot of idiots out there that I don’t want carrying a knife, much less a gun. I don’t think training with shooting included is too much to ask.

No. The Constitution clearly states that the “people” have the right to keep and bear arms. There are thousands of laws on the books already that infringe upon that most basic right. We should start talking about how to keep these criminals in jail where they belong and stop talking about further limitations on law abiding citizens who choose to protect themselves.

There should not be any licensing scheme or training requirement to carry a concealed weapon. We have an inalienable right to keep and bear arms, and that includes concealed carry. You do not need a concealed carry license in Vermont or Alaska. Ohio and elsewhere should do the same.

Definitely not, for many a lengthy course is not necessary, many of us older people have handle firearms since we were young and hunted with our fathers and grandfathers. Even we would want some basic instruction when aquiring a new firearm we weren’t familiar with. However it makes sense that newbies need a little more training and of course a little time practice shooting is good for everyone. We don’t give our soldiers a rifle and send them off to war without some training.

CCW permits are technically in violation of my God-given, constitutionally recognized right to bear arms in self defense. It is silly to have to ask permission to exercise a right.

That said, I believe that we should maintain reciprocity with Utah, as well as the other 48 states in the USA. As Americans, we should be able to exercise our right in the entire country without government interference.

The Ohio License is good in 26 states,there are 18 reciprocity states, & 7 states that honor Ohio, namely Indiana, Kansas, Minnesota, Montana, New Mexico,
South Dakota, & Vermont,so that’s 25 plus of course,Ohio so the total is 26. With the addition of a New Hampshire non resident license ($20) you can add 7 more states. Several states DO NOT honor the Utah non resident license but will honor resident lic.

NO. Ohio should reduce or remove the training requirements that they currently have in place. The 12 hours currently required are a huge burden, asking a single mother, a retiree on SS or others to give up an entire weekend and pay $150-$200 dollars just for permission to protect their family is immoral.

Check with Indiana, they have had concealed carry for many many years and they require no training at all. Why are Ohioans different?

I admit it is getting pretty bad, but…………. How about the Middle East! They shoot each other and even kill their own young! More wars have been fought in the name of Faith. I thought that God was supposed to comfort us. The world is getting very scary and I am glad that I don’t have to grow up in this society of drugs and violence. Even the movies and video games promote this violence.

ohio could shorten the time in the classroom by about 4 hrs. but i believe there should be a shooting test of somesort.i was under the assumption that you have to have a ohio ccw before you can get a utah ccw. i say guns to all responsiable americans.

I AM A HUNTER AND LOVE TO HUNT LEGALLY. IT IS A GREAT SPORT. GUNS ARE VERY SAFE IN THE HANDS OF CLEAR THINKING PEOPLE. WE HAVE TOO MANY HOT HEADS THAT CARRY GUNS AND DO NOT THINK BEFORE FIRING. WE HAVE A LOT OF DRIVE BY SHOOTINGS IN DAYTON & CINCINNATI OHIO AREA AND THEY NEED 12 HOURS OR MORE OF TRAINING. THE UNLAWFUL GUNMEN DO NOT CARE ABOUT SAFETY OR TRAINING AND DO NOT FOLLOW THE LAW ANYWAY. DO AWAY WITH THE UTAH LAW AS SOON AS POSSIBLE. I AM A HUNTER AND LOVE TO HUNT LEGALLY. IT IS A GREAT SPORT. GUNS ARE VERY SAFE IN THE HANDS OF CLEAR THINKING PEOPLE. WE HAVE TOO MANY HOT HEADS THAT CARRY GUNS AND DO NOT THINK BEFORE FIRING. WE HAVE A LOT OF DRIVE BY SHOOTINGS IN DAYTON & CINCINNATI OHIO AREA AND THEY NEED 12 HOURS OR MORE OF TRAINING. THE UNLAWFUL GUNMEN DO NOT CARE ABOUT SAFETY OR TRAINING AND DO NOT FOLLOW THE LAW ANYWAY. DO AWAY WITH THE UTAH LAW AS SOON AS POSSIBLE. THANK GOD FOR PEOPLE WHO ARE WORKING ON OUR BEHALF TO BE SAFE.

Americans are very violent people. Compare Americans to Canadians and Europeans and you’ll see that Americans love to shoot each other. We’re a blood thirsty people. Canada has guns but they don’t kill each other very much at all.

If we took the guns away from people we’d probably all just kills each other with swords or explosives. I say keep up the killing Americans. It’s what we’re good at.

Yes, the Utah course is not comparable with the Ohio course. If a person doesn’t want to take the full 12 hour course in Ohio or a comparable course, they really aren’t serious about carrying a gun here.

Of course not! Every state in the Union should have CCW permits. Responsible citizens with guns keep crime low. It’s a fact, places with stricter gun laws generally have higher crime rates. Gun laws only prohibit honest people from having guns, criminals don’t care about gun laws.
