Stolen tape has taxpayers' Social Security numbers on it

Strickland says personal information of up to 225,000 Ohioans may be compromised.

COLUMBUS — Gov. Ted Strickland announced Wednesday the personal information of up to 225,000 taxpayers also was on the backup computer data tape that was recently stolen from a state intern's car.

So far, sensitive information on nearly 370,000 Ohioans and thousands of local governments, school districts, businesses and organizations is confirmed on the tape.

Strickland disclosed Wednesday the data tape included:

•Up to 225,000 names and Social Security numbers of Ohioans with uncashed tax refund checks issued in 2005, 2006 and through May 29, 2007, with most of the checks issued this year.

•602 Ohio Lottery winners who have not cashed checks.

•2,488 Ohioans with uncashed checks of unclaimed funds.

•Names and bank account numbers for 650 to 1,000 electronic fund transfer transactions that were rejected.

"We continue to believe that it is unlikely that the data contained on the device can be accessed without specialized knowledge or specialized equipment," Strickland said

Nonetheless, the state will offer a year of identity theft protection services through Debix Inc. of Austin, Texas, to those affected, Strickland said.

Previously, state officials said the data tape included:

• Names and Social Security numbers of 64,467 state employees.

• Names, addresses, phone numbers and Social Security numbers of 53,797 participants in the state pharmacy benefit program and their 75,532 dependents.

• Information on Medicaid providers.

• Local government and school district bank account information.

• Data on state employees and vendors who have funds such as expense payments transferred electronically to their bank accounts.

• Names and case numbers of Ohioans receiving Temporary Assistance for Needy Families who have uncashed payments from Feb. 1 through May 25.

• Vendor names and federal tax identification numbers for those that receive payroll deduction payments from state employees.

The tape was reported stolen from an intern's car in his Hilliard apartment complex. A 2001 policy called for taking a copy of the data backup tape home each night by a designated network administrator. In this instance, the intern was tapped to take it home.
