Parents to face murder charges

Area child who had been reported missing was taped up, left in closet

Hamilton County Prosecutor Joe Deters said he is confident foster parents Liz and David Carroll will be convicted of murdering a 3-year-old developmentally disabled boy who was in their care.

Tuesday, Deters said the boy, Marcus Fiesel, was restrained with packing tape, rolled up in a blanket and left for two days in a closet at the family's Clermont County home while the Carrolls attended a family reunion in Williamsburg, Ky.

"I don't know how you could leave a child in that condition for that long and believe he was going to be alive," Deters said.

"I'm saying it was murder. I'm confident of a successful murder prosecution. Our goal, quite frankly, is to have these two individuals locked up as long as possible."

When the Carrolls were arrested Monday, the most serious charge against them was involuntary manslaughter. Deters said he understood that was of public concern.

"The reason for that charge was simply to hold them and to seize (their other) children from them," he said.

"They will not be facing involuntary manslaughter charges. They're going to be facing murder charges. They are inevitable. It's going to happen."

"Marcus was wrapped in a blanket in wrapping tape — clear packing tape — with his arms behind him," said Deters. "It wasn't the first time he had been wrapped. We think it was the first time he was put in a closet. He was wrapped like a cocoon."
