TROY — A former Edison Community College controller convicted of falsifying personal tax withholding amounts since 2002 was sentenced Monday, Aug. 10, to three years of community control.

“It should not have happened,” Darrel W. Isaacs, 58, told Judge Jeffrey Welbaum in Miami County Common Pleas Court.

Isaacs said his family wanted to accompany him to court, but he asked them to stay home. “It is an embarrassment to me,” he said.

Defense lawyer Charles Slicer said Isaacs had no prior criminal record and has been volunteering in recent months for Habitat for Humanity.

Isaacs was ordered to pay $13,095 in restitution, perform 300 hours of community service and, during the three years, follow a 9 p.m. to 6 a.m. curfew. If he violates conditions of his release, he will serve five years in prison, Welbaum said.

Isaacs pleaded no contest in June to one count of felony tampering with records and one count of theft in office after initially being charged with 22 felony counts that also included filing incomplete, false and fraudulent tax returns.

A Huber Heights resident, Isaacs was hired by the Piqua-based college in November 1999 and fired in February. The Ohio Highway Patrol began an investigation after discrepancies were found in tax records dating to 2002.

Prosecutors said Isaacs was falsifying withholding amounts, making it advantageous to him, to lower his tax liability. They said records did not indicate any problems with withholding for other employees.

Edison spokesman Jack Kramer said the college would file amended tax returns for the last four years to offset misrepresented withholding.
