Dayton man charged with abduction, assault after police standoff

A Dayton man involved in a two-hour police standoff on Kastner Avenue after holding five people hostage and threatening to shoot himself and his girlfriend is facing multiple charges.

  • Justin Brown, 29, was booked into the Montgomery County Jail on Sunday.
  • Brown is facing felonious assault, abduction, inducing panic, domestic violence, obstructing official business and resisting arrest charges.
  • Two boys, ages 2 and 5, were in the home at the time of the standoff.

In addition to the boys, two women, ages 24 and 64, were also inside the home and are listed as complainants in a police report.

The standoff on Sunday morning ended without injuries, but required multiple police units negotiating with Brown.

Crews were originally dispatched to the 100 block of Kastner Avenue around 2 a.m. on a threats complaint, Lt. Col. Matt Carper, of the Dayton Police Department, said.

Police reported Brown held three adults and two children hostage in the home while SWAT officers attempted to speak to him from outside.

Multiple police crews and two SWAT teams were requested to the scene and were able to remove the adults and children shortly after arriving.

"We call in all these resources to maintain the safety of the public, the innocent citizens inside the house and as well as for the safety of the officers and the suspect himself," Carper said.

After a few hours of negotiating, Brown complied with police orders and exited the house shortly before 4:30 a.m., Carper said.

It is unknown if Brown lives in the home where the standoff occurred.

Neighbors on both sides of the house were evacuated as a safety precaution and have since been allowed to return to their homes.

Brown threatened officers before he willingly walked out of the house, Carper said.

Xenia Avenue was closed to traffic at Kastner Avenue during the standoff as police and SWAT officers surrounded the home.

Our crew at the scene reported SWAT officers were heard negotiating with someone inside the residence.

A caller told dispatchers a man in the house had a woman at gunpoint and later turned the gun on himself.
