Planning commission recommends Troy allow pot shop

TROY – Troy’s Planning Commission again made a recommendation on medical marijuana regulations to the City Council Wednesday after debating a number of options.

The recommendation, by a 5-1 vote, was for the city to allow one medical marijuana dispensary in the B-4 highway zoning district near Interstate 75.

In a separate recommendation, the commission voted unanimously to recommend council ban both cultivating and processing medical marijuana anywhere in the city limits.

Before those votes the commission heard that the council appeared to agree on the cultivating and processing bans but was divided on whether to allow dispensing operations.

The council voted 4-3 with two members absent Monday, Feb. 6, to reject a commission recommendation to ban cultivating and processing, but allow up to three dispensaries in the B-4 highway zoning district. The commission had previously recommended banning cultivating and processing but allowing up to five dispensaries in business districts outside the central business district and the historic district.

That recommendation was amended by council in November to ban all medical marijuana businesses including dispensing. Council failed to come up with a super majority vote of seven members to approve the total ban.
