Troy man arrested for fourth summer of nudity

TROY — For the fourth summer in a row, a Troy man has been arrested for public indecency for lounging nude near or on the Great Miami River.

This time, Clarence Fields Jr., 63, is charged with a felony because of prior convictions for the same offense.

Fields has been charged with public indecency several times in the county (Troy and Piqua) since 1995, and each of the last four summers in Troy.

He was arrested in 2007 following reports of a man naked on a floating raft in the river.

Last year, he was convicted of exposing himself while lounging at Treasure Island Park. He pleaded guilty in 2008 to misdemeanor public indecency and was sentenced to 90 days in the Miami County Jail.

Most recently, police received a report Aug. 26 of a naked man reclining in the grass near the river levee off East Water Street.

The officer reported he found Field nude and asleep while juveniles were playing on the other side of bushes about 50 feet away.

The public indecency charge was sent for further action to Common Pleas Court from Municipal Court last week after Fields waived a preliminary hearing. Bail of $20,000, 10 percent, was continued. He remains in the county jail.

“It happens every year. We tell him he can’t do it. He still does it,” Police Capt. Joe Long said

If convicted of the fifth-degree felony, Fields could face up to one year in prison.
