Court martial panel to be seated today

A military court is expected to seat the military equivalent of a jury today at the court martial of Lt. Col. Reginald Kabban at Wright-Patterson Air Force Base.

Kabban’s court martial began Monday with lengthy procedural discussions in the chambers of the judge, Lt. Col. Joshua Kastenberg.

Kabban, 41, faces charges that he sexually molested a child over a period of six years, from 2005 to 2011, in Virginia and Ohio, with some of the conduct beginning before the child turned 12. Kabban of Beavercreek came to Wright-Patterson in 2009 and is deputy chief of the development and planning branch of the business and enterprise directorate of the Life Cycle Management Center.

The jury, called a court martial panel, will be comprised of a minimum of five officers at Wright-Patterson, said base spokesman Daryl Mayer. The court martial is expected to last three days, he said, but could run longer.

Kabban is charged with military counts of aggravated sexual assault, abusive sexual contact, assault consummated by a battery and indecent acts or liberties with a child.

The Air Force issued a list of charges, including allegations that Kabban inappropriately touched the victim before she turned 12, between October 2007 and July 2009, in or near Stafford, Va., and that he engaged in intercourse with “a child who had not attained the age of 16 years, by using strength sufficient that she could not avoid or escape the sexual act,” in Centerville between August 2009 and July 2011.

Kabban allegedly also beat the girl and cut her arm with a knife.
