The man told authorities the flash flooding surprised him after he crested a hill in the 9300 block of New Harrison-Bradford Road, which is about two miles west of Bradford.

The driver was not hurt and was not cited. He was able to pull the vehicle out of the ditch with a pickup truck.
Authorities said the driver was wearing a seat belt and that probably prevented him from being injured.
Authorities said there was an estimated 6 inches of high water over the roadway when emergency crews arrived on scene. The water receded from the roadway by the time crews were clearing the scene.
