1 dead, 2 in jail and a woman is on the lam after Moraine pursuit incident

One man is dead, two men are in jail, and a woman is at large following an incident Saturday in Moraine that led to a foot pursuit and shooting.

A Kettering man who died of a self-inflicted gunshot while running from a Moraine police officer has been identified as 29-year-old Allen J. Foster, according to Moraine police Sgt. Jon Spencer.

Spencer said the incident began when an officer spotted a GMC Envoy and a Toyota behind a business in the 2200 block of Springboro Road, where four people appeared to be trying to fix a flat tire on the Envoy. After offering assistance, the officer ran plates and discovered that one of the vehicles was stolen.

While the officer was patting down one man, Foster jumped out of the vehicle and took off running, Spencer said. As he ran, he dropped a duffel bag containing a small safe holding thousands of dollars in cash and drugs, including crystal meth, heroin and cocaine, Spencer said. After leading officers on a foot chase for 400 to 500 yards, “he turns around, brandishes a weapon and dies of a self-inflicted gunshot wound,” Spencer said.

The gun he used also was stolen, the sergeant said.

Foster was wanted in Kettering stemming from a pursuit with police there. Charges of failure to obey an order or signal of police and obstructing official business were filed against him, online Kettering Municipal Court records show.

In 2012, Foster was sentenced to two years in prison after pleading guilty to a lesser charge of burglary in an incident that also happened in Kettering. Foster was ordered to pay more than $8,000 restitution, but apparently did not pay it. The victim in 2016 won a judgment against Foster for the full amount, Montgomery County court records show.

Moraine police said a man was arrested on an outstanding warrant at the scene. Police have not released that man’s name yet.

A third man took off in a 2014 Toyota with the woman, but when he was stopped by troopers on southbound Interstate 75 at the Middletown exit, he was alone. Police also did not identify him, but online jail records show that Michael Thaler, 54, was booked on suspicion of failure to comply with a police order.

Baker and Thaler are scheduled to appear in court Tuesday morning.

Police are still working to identify the woman, who is described as 28 to 30 years old with blonde-brown hair. Anyone with information is urged to call police at 937-535-1166.

Medics have been requested for a person reportedly shot in Moraine Saturday morning, according to scanner traffic.

The shooting was reported around 9:06 a.m. in the 2200 block of Springboro Road in Moraine, according to dispatchers.

Circumstances surrounding the shooting are unknown at this time, however, multiple units have been called for backup. It is unknown at this time if this is an officer-involved shooting.

Initial reports indicate the shooting may have taken place during a pursuit.
