VANDALIA – After being cited for disorderly conduct when found wandering around the parking lot of an entertainment complex in an apparent state of insobriety, slurring repeated statements, the subject was sent home with an adult, sober friend.
Later, the officer found the subject’s cell phone on his back seat and called to see if he could meet the subject to return it.
The friend who helped him home declined the offer. The phone was placed in Vandalia police property, awaiting a call.
