Miami County voters mixed on new money requests

By Nancy Bowman

TROY —

Miami County voters had mixed responses Tuesday to additional tax requests in three of the county’s largest communities.

In Piqua, voters rejected a proposed 0.25 percent additional earned income tax to help pay operation and capital costs of the police and fire departments, according to unofficial results from the Miami County Board of Elections. The current income tax rate is 1.75 percent.

Piqua City Manager Gary Huff said the money would have helped replace dollars lost to state cuts and the estate tax elimination. Since 2010, the city has cut police staffing 12.5 percent and fire staffing 6.7 percent. Capital purchases have been cut and delayed for five years.

Troy residents voted down a new health district property tax to help the city make up for $1 million lost because of state cuts.

The 0.7 mill tax would have cost the owner of a $100,000 home $21.44 per year. It would have raised around $350,000 a year to contract with Miami County Public Health.

Failure of the levy would force the city to look at services provided against available resources and decide what would be cut, Patrick Titterington, service and safety director, said.

Residents in Concord Twp. near Troy supported a 3.7-mill, five-year fire and EMS levy.

The money will pay for the township’s contract for services with the Troy Fire Department and help bring the payment more in line with the city’s costs. The proposal will increase the tax on a $100,000 home from $68 a year to $113.

“With the positive support of this levy, we are assured that we will continue to receive the best fire protection for our property and the best Emergency Medical Services for the people in our township,” Trustee Bill Whidden said.

Also in Concord Twp., a referendum on the county commission vote to rezone 50 acres known as the Trafalgar property from agricultural to residential was successful for the 14th time.
