Dayton plant gets 2nd pollution notice in 2 months

Watchdog group says it could sue Clean Water.

Local environmental watchdogs have hit the former Perma-Fix of Dayton plant with a second violation notice in less than two months, saying the Jefferson Twp. plant has had excessive air-pollution emissions.

Workers at the plant, now owned by Clean Water Ltd., have failed to maintain proper temperatures and pressure in a control system that captures and destroys organic compound and other pollutant emissions, according to a Wednesday notice filed by the Regional Air Pollution Control Agency. That has led to “excessive periods of malfunctions” and exceedances of emissions limits, according to the agency. The watchdog said it could seek civil penalties against the company. The group gave Clean Water Ltd. 30 days to submit a detailed compliance plan. The plant, at 300 Cherokee Drive off West Third Street in Drexel, recycles oil and industrial wastewater. It’s in a residential neighborhood. After decades of complaining that strong odors from the plant were causing health problems, neighbors in 2007 reached a consent decree with plant owners setting standards for emissions to settle a federal lawsuit.

Clean Water also was cited in March for recycling at least 58,000 gallons of refinery oil high in odoriferous hydrogen sulfide.
