TROY — Five people who filed petitions for election – all to boards of education – will not appear on the Nov. 3 ballot because their nominating petitions did not have enough valid signatures, the Miami County Board of Elections ruled Wednesday, Aug. 26.

Among those whose petitions were rejected Wednesday were three incumbents and one person appointed to a position they hoped to secure in the election.

Petitions rejected were filed by:

James P. Wilson, an incumbent Troy Board of Education member;

Harold Brumfield, an incumbent, and Chris Hellyer, both who filed for the Miami East Local School District board;

Jon Plunkett of Tipp City, an incumbent, and Janel Hodges of Ludlow Falls, serving as an appointed member, on the Miami County Educational Services Center.

Elections director Steve Quillen said the people would be notified of the petition rejections Wednesday.

He told board members many of the signatures were thrown out because the person signing the petition had moved to a different address but not changed their voter registration information. A few others printed their names instead of using their signature, which is compared to elections office records.

The board’s vote to remove the names from the ballot can be challenged in court.

With James P. Wilson’s removal from the ballot, an apparent Troy Board of Education race for three seats was erased. Other candidates for those seats are incumbents Joyce Reives and Stephen G. Lucas and James C. Wilson II, a former board member and local minister.

“Mr. James Wilson will replace Mr. James Wilson,” elections board Chairman Roger Luring said as the board reviewed the candidate list.

The nullified petitions of two Miami East board candidates also erased a school board races. Three candidates on the ballot for three seats will be Gayle Carson, incumbent Mark Davis and Kevin Accurso.

The negated candidacies of two Miami County Educational Service Center board members leaves one candidate, Robert G. Allen, for three seats.

All other candidates who filed were certified for the ballot. Also certified were 38 issues, including 11 proposed charter changes in Piqua and a Miami County Park District 1.1 mill replacement levy.

The Greene County Board of Elections also certified candidates for the November ballot on Wednesday. Montgomery and Warren counties certified candidates on Tuesday.

Who wants a Bd. of Ed. member who isn't smart enough to check the rules to file signatures?
