The heightened Level 2 cold weather plan means guests are allowed to remain in shelters all day during the severe weather period. Outreach workers, law enforcement and emergency personnel will be encouraging homeless people to go to a shelter, and transport them there if appropriate.
Three Dayton recreation centers have also been opened as warming centers with limited hours through Saturday.
