Why is there a test if you don't have to pass?

Increasing diversity on our city’s police force will help relations between law enforcement and the citizenry, but dumbing down the qualifications required of those to whom we give badges and guns? That is in nobody’s best interest.

Why is there a test to become a police officer if you don’t have to pass it? Why not just put an ad in the paper and hire anyone who applies?
