Blaming the soldier

Of 80 rollover accidents involving heavily armored M1114 Humvees between 1989 and November 2005, the Army identified one or more mistakes by soldiers in 59 accidents. Improper vehicle design or inadequate manufacture was cited in only three accidents, however.
