Basically, the choice will be made depending on how ready Jackson views rookie DeShone Kizer. Kizer, who’s 19-of-31 for 258 yards and two touchdowns in two games, would likely be the fans’ selection.

But if Jackson is hesitant, the nod goes to Brock Osweiler. Osweiler hasn’t led a scoring drive (six attempts) this preseason, whereas Kizer’s produced three.
Jackson may go the safe route with Osweiler, just to continue to work Kizer in slowly. But the first two games have indicated that while Kizer is raw, he still might be the best signal caller on the roster.
Jackson did allude to Kizer potentially learning through playing.
"Obviously, he's a young man who's very talented, he knows how to play the game and he has a great feel for the game, and those things will serve him well as he gets older,'' Jackson said. "What we try to do here is create the right environment for him to learn a process that's going to help him be the best quarterback that he can be. Do I think youth can be an issue? Yes, if you allow it to be an issue."
