"The nation needs a concrete-strong border to protect patriotic Americans from foreign terrorists and illegal job snatchers," said Jim Spurlino, a Washington Township resident and owner of Spurlino Materials in Middletown.
"I'm a proud American and would be happy to supply concrete without making any profit," Spurlino said in an emailed statement.
Spurlino proposes excluding the project from prevailing wages and suggests he could build a concrete wall for $6 billion.
The U.S. already has a fence covering about 670 miles of the nearly 2,000 mile border. Erected during the Bush Administration, it cost $2.4 million, according to NBC's website.
On March 15 voters will pick candidates to run in a June 7 special election to fill the remainder of retired House Speaker John Boehner's term this year and a candidate to run in the Nov. 8 General Election for a full two-year term.
The other Republicans in the race are: Matthew Ashworth of Liberty Twp., State Sen. Bill Beagle, R-Tipp City, Warren Davidson of Troy, State Rep. Tim Derickson, R-Hanover Twp., Scott George of Monroe Twp. in Miami County, Eric Haemmerle of West Chester Twp., Terri King of Middletown, Joseph Matvey of West Chester Twp., Edward Meer of West Chester Twp., John Robbins of Monroe, Michael Smith of Germantown,Kevin White of New Carlisle, J.D. Winteregg of Troy, and George Wooley of Troy.
Democrat Corey Foister of Fairfield and Green Party candidate Jim Condit Jr. of Cincinnati are also running.
The 8th Congressional District covers all of Butler, Preble, Darke, Miami, and Clark counties and part of Mercer County.
