Judge Jeannine Pratt heard evidence on the two felony counts Feb. 28 in county Common Pleas Court. She announced the verdicts at a hearing Thursday afternoon, saying she found testimony by the victim credible.
Dowell declined comment before sentencing. He was designated a Tier III sex offender. That will require him to register his address with the sheriff's office in the county where he lives every 90 days for the rest of his life.
