Police took Taimullah Usengimana into custody on breaking and entering, theft and obstructing justice, according to the report.
Charges have not been formally filed at this time.
Officers were dispatched to Oberer’s Flowers on Troy Street around 10 p.m. Sunday on a driving without consent complaint.
Usengimana reportedly stole the van after keys were left inside the vehicle.

The van was recovered and Usengimana was taken into custody, according to the report.
