Rene Flores, of Columbus, fell off the roof of an apartment at the White Oakes Landing development between 7 and 8:30 a.m., according to police.

While there were two other people working on the roof with Flores, they were on the other side and did not see him fall.

It is not clear if the other two workers were also self-employed.

“It appears there were multiple employers working on the site,” said an OSHA spokesperson.  “So, that will be part of the investigative process.”
