The Miami County commissioners on Tuesday heard opposition from two nearby property owners to a proposed surface mining facility at 2332 Farrington Road in Washington Twp. near Troy.
Land owners Phillip Neal and Thomas Hartzell voiced opposition as the commission considered the recommended entrance, egress and haul route from the proposed facility. County Engineer Paul Huelskamp said the primary ingress and egress would be from the west side of Experiment Farm Road around 650 feet south of Farrington Road. Trucks would use Experiment Farm Road to Farrington Road, to County Road 25A to Interstate 75. The Ohio Revised Code requires the engineer to submit a recommended route.
Neal said he is concerned about added traffic on roads already deteriorating and more trucks on roads with farm equipment. Hartzell said the proposal raises concerns for him about area ground water and interfering with orderly development of the land. Piqua Materials wants to develop a surface mining operation on 93 acres to extract limestone and related mineral products, according information filed with the engineer’s office.
An application for a conditional use permit would need to be filed and approved for the mining operation to be established. The earliest an application might be considered would be in May, he said Tuesday. NANCY BOWMAN, CONTRIBUTING WRITER
