Moraine city manager resigns in deal that includes $43,000

The former city manager will receive more than $43,000 in compensation from Moraine under an agreement signed Monday.

Bryan Chodkowski’s resignation less than a year after he was hired will include a $33,465.60 lump-sum payment along with deferred compensation totaling $10,000, according to a separation agreement with the city obtained Tuesday by the Dayton Daily News.

The city will pay all of his health-care premiums through June 30, states the agreement signed Monday night, when Moraine City Council approved his resignation.

The resignation – effective March 14 – came just shy of a year after Moraine gave him a three-year, $145,000 contract to succeed longtime City Manager David Hicks.

A former Riverside city manager and an Englewood native, Chodkowski, 43, started with the city last June.

Also Monday night, city council appointed Economic Development Director Michael Davis to serve as acting city manager and director of public safety, a position commonly held by the city manager.

In 2016, Chodkowski abruptly resigned as city manager in Riverside, where he had worked for about nine years.

The March 14 resignation from Moraine states: “This is to advise I hereby tender my resignation as Moraine city manager and director of public safety effective immediately.”

Moraine’s council scheduled an executive session Monday night before voting on the resignation. Attempts to contact Mayor Elaine Allison about Chodkowski’s departure were unsuccessful.

A statement released by the city states: “Bryan R.H. Chodkowski has tendered his resignation as city manager for the city of Moraine. We understand he will be pursuing other professional opportunities. The city extends its best wishes to Mr. Chodkowski in all such endeavors.”

Contacted Tuesday, Chodkowski said in an email, “I would like to thank Mayor Allison and city council for the opportunity to have served as Moraine city manager. With so much on the horizon for the city, Moraine’s future remains bright. I am grateful to have been part of such a dedicated staff.”

After leaving Riverside three years ago, Chodkowski took a job as the town manager in Enfield, Conn. He held that job until succeeding Hicks, who retired after more than four decades with Moraine, including the last 17 years as city manager.

Chodkowski was selected for the job that drew 44 applicants, including Davis. Davis was one of seven finalists for the job a year ago.

Davis has in charge of Moraine economic development since 1999 and has a master’s degree in public administration from Wright State University, according to his LinkedIn page.
