The Philadelphia Police Chief spoke on the inaction by the bystanders and how he believes it’s becoming a prevalent problem.
“That’s becoming more and more common. We had a situation last week where … there are dozens of people standing around but they’re all filming what’s going on as opposed to try to help… ” (via WTXF)
A writer for Gawker expresses how hard it is to stomach a clip like this writing,
“While the whole ‘those bystanders should have helped’ argument is more than a little simple—helping is often difficult and dangerous—the video shows one dude just crossing street, glancing back at the guy getting stomped, and continuing on. No stopping and yelling, no nothing. It’s ... heartbreaking.”
After beating and robbing the blind man, the attacker casually grabs a backpack and walks away. While no one rushes to victims aid or calls the police.

The Philadelphia Police Department has released this video of the suspect captured by another video camera in hopes it will help them catch the suspect.
