San Francisco Animal Care and Control found the puppy they named Rocky on Feb. 25 in an apartment complex trash bin, suffering from dehydration and a broken leg, KRON reported.
Using surveillance video, investigators identified the suspect as Ronald Louis Jones, the San Francisco Chronicle reported. Jones, 59, was arrested and charged with animal cruelty, KRON reported. He pleaded not guilty to the charges, the San Francisco Examiner reported.
Because of the severity of the break, Rocky’s leg had to be amputated. Rocky is recovering in foster care, but one of the investigators in the case is expected to adopt him.
