Jesse Lemar Tolbert, 40, of Emerson, was arrested by the Georgia State Patrol after admitting to troopers he was throwing objects onto the express lanes in an attempt to get arrested, GSP spokeswoman Tracey Watson told AJC.com.
He was on an elevated part of the Windy Hill Exit Ramp which overlooks the express lanes, Watson said. He allegedly struck a Toyota Venza’s windshield with a rock or metal object.
He remains in the Cobb County jail on a $5,000 bond, according to jail records. He faces four misdemeanor charges, including criminal trespass, reckless conduct, littering and pedestrians being on or along highways.
