A passerby saw Scott throw the puppy from the balcony of her downtown Albuquerque apartment Wednesday afternoon, according to a criminal complaint.
Witnesses described the animal as a husky puppy to KQRE-TV.
“They said they saw a dog fall from the sky. It landed in the road,” said Ashley Smith, who works near Scott's apartment.
Scott and the man she was with didn't seem to care about the dog, Smith said. She told the TV station that the man put the puppy's body in a nearby dumpster.
Police later found the puppy in the dumpster, the criminal complaint said. Scott reportedly kicked police when they tried to arrest her and admitted to police that she had killed the dog.
An Animal Welfare Department officer checked the dog's microchip and found the dog was registered to Scott, the Journal reported.
"The pet will be transported today for the necropsy. Once we receive those results, we'll be transferring them over to APD (Albuquerque Police Department)," said Adam Ricci, animal welfare chief of field operations.
Scott had no prior criminal record, KQRE reported.
