The more the raccoon tried to escape, the deeper she sank, animal rescuers said.
"She needs time and good medical care to recover," the Southwest Wildlife Conservation Center said on social media. "We can give her both."
Animal rescuers used electric razors to remove the concrete covered fur until the blades were dull.
The raccoon, an older female, was washed in a vinegar water mix to remove all the cement and is recovering.
