Racine police responded to possible abuse of a child on Aug. 30, according to a criminal complaint. The girl's father said he arrived at the home of her mother and saw a bruise on his daughter's chin, the Journal Times reported. The girl's 4-year-old brother told the man that his daughter had been bitten by her mother's boyfriend because she wet the bed, the newspaper reported.
The boy said his sister was sleeping, police said. When Monroe discovered the girl had wet the bed, he got angry and threw her off the bed, causing her to hit her head, according to the criminal complaint.
