Case Details

An investigator with the Franklin County Internet Crimes Against Children Task Force was patrolling the Internet in June 2011 and responded to a posting by Allen seeking someone to share his interest in “taboo” things. After an exchange of e-mails with Allen, the investigator determined that Allen was interested in having sex with pre-teen children. The investigator arranged to meet Allen in a restaurant parking lot west of Columbus. When Allen arrived, ICAC officers arrested him. They found a stuffed animal in his car which Allen said he had bought for the 10-year old girl he expected to meet. ICAC agents searched Allen’s London residence and found a computer containing about 20 child pornography videos Allen had downloaded from the Internet.

Status

On Oct. 5, Allen pleaded guilty to one count of possession of child pornography.

Sentence

Sentenced to 8.6 years in prison.

Many of the images and/or videos depict minor prepubescent children being sexually abused and/or posed in sexually explicit poses. Some of the images involve children being bound.

Status

On April 25, 2011, Allen pleaded guilty to possession of child pornography.

Sentence

On March 6, sentenced to 20 years in prison and under court supervision for the rest of his life.

Comments

Allen was convicted in 1991 in Clermont County of rape and gross sexual imposition involving three minor victims.

Case Details

A separate Federal Bureau of Investigation in another state revealed an individual known as “MP,” who was identified as being involved in child pornography and who had transmitted three e-mail messages containing images of child erotica and child pornography to an AOL screen name which was assigned to Brewer. In September 2008, FBI agents questioned Brewer at his home when he admitted he used the AOL screen name, to chat in special interest rooms on AOL with the names “preteen,” “teen,” “incest,” and various other sex related topics, and to having images of child erotica and nude children on his laptop. A forensic analysis of Brewer’s laptop computer revealed more than 1,200 images of child modeling/erotica, more than 800 images of child pornography, and seven images depicting child bondage. Brewer’s laptop and peripheral computer equipment and devices were forfeited as part of his plea agreement.

Status

On May 9, 2011, Brewer pleaded guilty to one count of possession of child pornography.

Sentence

On Jan. 30, sentenced to 6.5 years in prison and under court supervision for the rest of his life.

Belcher was arrested on Dec. 5, 2011, after he used his cell phone to record a video of a nine-year-old child in the restroom of a Grove City Wal-Mart where he worked. Belcher admitted to downloading and viewing images of child pornography on his I-pod Touch and his laptop computer, and that he possessed about 600 images and 100 videos of child pornography. Investigators also found Internet chat files on Belcher’s computer where he discussed his desire to have sexual intercourse with young children. Belcher admitted that he used his cell phone to record the nine-year-old in the bathroom of the Wal-Mart and that he had previously attempted to make similar recordings of minors in other restrooms.

Status

On Feb. 6, Belcher pleaded guilty to one count of receiving visual depictions of child pornography.

Sentence

On May 23, sentenced to 9 years in prison, fined $2,500, under court supervision for 25 years and registered as a sex offender.

Comments

“This type of crime is appalling and made even more sobering when the crime occurs within earshot of a victim’s parents, which was the case here,” said Brian Moskowitz, Special Agent in Charge, U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) in Ohio and Michigan. “Cases like this are a painful reminder that as parents, there are very few places where we can safely leave our children unattended.”

2011

Case Details

An investigator with the Sheriff’s Regional Electronics Computer Investigations task force was patrolling the Internet in December 2010 and connected with Bohannon through a peer-to-peer file sharing service, locating 41 files of likely child pornography and comparing them with a list of known child pornography files maintained in a database by the Ohio Internet Crimes Against Children Task Force. In January 2011, authorities searched Bohannon’s home and seized a computer that had more than 13,000 images and 6,000 videos of child pornography.

Status

On May 9, Bohannon pleaded guilty to one count of receipt of child pornography and one count of possession of child pornography.

Sentence

On Jan. 23, sentenced to 17.5 years, under court supervision for the rest of his life and registered as a sex offender.

Comments

In 2005, Bohannon was convicted of possession of child pornography and served 40 months in prison.

2011

Case Details

In June 2010, Case posted an ad on Craigslist.com requesting someone to meet with him and engage in sexual activities, and invited females of any age to respond. An agent with the Franklin County Internet Crimes Against Children Task Force patrolling the Internet posed as a 15-year old girl and responded to the ad. Through a series of online conversations, Case, a former head coach of the Westerville North High School girls lacrosse team and an instructor at Columbus State Community College, arranged a meeting at a local park. When Case arrived for the meeting, task force officers arrested him. Further investigation found Case's home had two desktop computers and storage media which held about 500 images of child pornography.

Status

On Sept. 15, 2010, Case pleaded guilty to one count of receipt of child pornography.

Sentence

On Jan. 12, sentenced to 8.3 years in prison, five years on supervised release and registered as a sex offender.

Comments

“Prior to attempting to meet up with the underage female, Mr. Case was viewing and collecting child pornography. Stated plainly, Mr. Case represents the manifestation of Congress’ fears: That defendants who collect and traffic in child pornography are sexually interested in children and will subsequently act out or attempt to act out on those sexual interests. Mr. Case’s behavior thus makes his offense more serious than a typical child pornography offense,” the U.S. Attorney's Office said.

2013

Case Details

Law enforcement officials patrolling the Internet in June 2012 identified an e-mail account connected to sharing child pornography. Investigators traced the account to Close. Further investigation found that Close had placed cameras in his house to surreptitiously record video of three minor females as young as three years old as they were nude in the bathroom. He created hundreds of videos and thousands of still images of the victims and posted and traded the photos and videos by e-mail and the Internet in exchange for images and videos of child pornography.

Status

Pleaded guilty Jan. 17, 2013, to one count of using minors to engage in sexually explicit conduct for the purpose of producing a visual depiction of the conduct.

Sentence

On July 18, sentenced to 25 years in prison, under court supervision for 20 years after he completes his prison term, have monitoring software installed on any computer he owns, uses or has access to during his period of supervised release.

Comments

“The defendant’s actions in this case involve his ongoing abuse of the trust that was placed in him by three pre-pubescent girls and their families,” Assistant U.S. Attorney Heather Hill wrote in a memorandum filed with the court prior to sentencing. “This devastating invasion of the privacy of young girls was further exacerbated by the defendant’s trading of the images and videos he had created to others who shared his perverted interests.”

2012

Case Details

Homeland Security Investigations agents received information from the Royal Canadian Mounted Police National Child Exploitation Coordination Center that someone with a Dayton area Internet connection had been participating in an online forum in 2009 known to be used by people to share child pornography. Further investigation by HSI led to Collins. Agents obtained a search warrant for Collins house and found the images that Collins had downloaded on a computer belonging to him.

Status

On Jan. 31, Collins pleaded guilty to one count of possession of child pornography.

Sentence

On Sept. 13, sentenced to five years in prison.

An undercover investigator patrolling the Internet in the fall of 2010 established a connection through a peer-to-peer file-sharing program with a computer later determined to belong to Conner on two occasions and determined that the user was sharing about 600 files with names indicating child pornography. They traced the Internet address to Conner’s residence, obtained a search warrant and found computers and storage media containing hundreds of images of nude infant and toddler-age females being sexually abused by male adults. Investigators also found that Conner was in possession of a VHS tape he created in 1998 that depicted him engaged in sex acts with a then 6-year-old female.

Status

In August 2011, a federal jury convicted Conner of four counts of receipt and one count of possession of child pornography.

Sentence

On Feb. 17, sentenced to 30 years in prison, 10 years on supervised release, registered for life as a sex offender and must have computer monitoring software installed on any computer device he uses while under court supervision after his release.

Comments

“Mr. Conner came to law enforcement’s attention as a result of his downloading of child pornography via peer-to-peer software,” Assistant U.S. Attorney Michael Hunter wrote in a sentencing memorandum filed with the court. “It was only then, through the investigative actions of the Franklin County Internet Crimes Against Children Task Force and the courage of his previous child victims, that the curtains were finally pulled open on Conner’s dark past.”

Franklin County Internet Crimes Against Children Task Force investigators patrolling the Internet encountered Driscoll in a chat room on multiple occasions between October 2010 and February 2011. Driscoll told the undercover officer that he was sexually interested in children between the ages of newborn and 12. After several conversations, investigators determined there was probable cause that crimes had been committed. They traced his computer to his parents’ residence and obtained a search warrant. They found 800 videos and 1,500 images of child pornography on an external computer hard drive in Driscoll’s bedroom and another 800 images on his laptop computer.

Status

On Nov. 18, 2011, Driscoll pleaded guilty to one count of receipt of child pornography.

Sentence

On July 13, sentenced to 5 years in prison followed by 10 years of court supervision. He was ordered to pay $1500 in restitution to a former child-victim who filed a claim that Driscoll’s possession of videos of her being sexually abused as a child caused her a continuing emotional and psychological harm.

Comments

Assistant U.S. Attorney Michael Hunter wrote that “both the size and content of Mr. Driscoll’s collection, the fact that he was chatting with undercover officers and espousing his sexual interest in children as young as newborn to 12 years of age, and Mr. Driscoll’s contrived stories to his co-workers about his non-existent daughter and offers to baby-sit for their children, makes this case more serious than a mill-run child pornography case.”

Case Details

In April 2010, Estep was accused of breaking into two acquaintances’ Facebook accounts, threatening one of the victims because of comments she had posted online, then obtaining sexually explicit photos of her when she was under 18 and posting them on an adult pornography website.

Status

On May 14, Estep pleaded guilty to two counts of computer intrusion and one count of extortion.

Sentence

In September, sentenced to one year and one day in prison.

Comments

“When she did not remove the comments, Estep followed through with his threats by trying to ruin her reputation,” Assistant U.S. Attorney Deborah A. Solove told the court.

Lakota school officials contacted the West Chester police in May 2010 regarding an internal investigation of Fahrenkamp, who taught at one of the elementary schools. A parent had complained to school officials about Fahrenkamp texting her sixth-grade child without her permission. Fahrenkamp had previously been reprimanded by the school for inappropriately communicating with a student. Even though the texts were not sexual in nature, Fahrenkamp's school-issued laptop was examined by school officials. The school’s preliminary examination revealed that Fahrenkamp's school laptop computer had been used to access pornographic websites and contained images of what appeared to be underage males without their shirts on, some of which previously attended the school where Fahrenkamp taught. Police seized was a digital camera from the motel where Fahrenkamp was living. A forensic review of the camera’s storage card and the laptop computer and found more than 600 images and a video of child pornography.

Status

On Aug. 21, Fahrenkamp pleaded guilty to one count of transportation of child pornography and one count of possession of child pornography.

Sentence

On June 26, sentenced to 15 years in prison, under court supervision for the rest of his life and registered as a sex offender.

Comments

“Fahrenkamp is not the ‘typical’ child pornographer this Court has dealt with previously,” Assistant U.S. Attorney Christy Muncy wrote in a pre-sentencing memorandum filed with the court. “Fahrenkamp was a trusted educator in his community. He violated that trust by subjecting former pupils to sexual abuse.”

HSI agents received a lead from Italian law enforcement that they had identified a website that was making child pornography available for viewing and downloading. Fisher’s IP address was among those that had visited the website and appeared to download child pornography. Agents and members of the Franklin County Internet Crimes Against Children Task Force executed a search warrant at Fisher’s home on April 7, 2011. They interviewed Fisher, a teacher at Reynoldsburg High School and eighth-grade girls’ basketball coach, who admitted to downloading child pornography from the Internet. An initial forensic examination of his computers and digital media found more than 600 images of child pornography including numerous videos.

Status

On June 30, Fisher pleaded guilty to one count of possession of child pornography.

Fisher approached an Franklin County Internet Crimes Against Children Task Force officer conducting an undercover investigation on the Internet in May 2012 and offered to trade him pictures and videos of child pornography. Fisher also engaged in a conversation with the undercover officer regarding his desire to engage in sexual activity with the undercover officer’s two fictitious minor foster children and told the officer he would like to “film” the sexual encounter.  The officer arranged a meeting at a location in Franklin County on June 1. When Fisher showed up, a sheriff’s deputy took him into custody. Authorities examined his laptop computer and found several images and videos of child pornography.  Investigators in Indianapolis assisted in identifying a juvenile male who was depicted in some of the images on Fisher’s computer as a 13-year old boy that Fisher had mentored in Indianapolis.

Status

On Sept. 7, Fisher pleaded guilty to one count of production of child pornography and one count of coercion of a minor.

An officer patrolling the Internet in November 2011 saw an ad posted on Craigslist seeking young boys who were “younger the better into taboo or whatever.” The officer, posing as the foster father of two young boys, replied to the ad and, following a series of e-mail communications, arranged to meet Fitzpatrick. During the e-mail exchanges, Fitzpatrick transmitted images of child pornography. When Fitzpatrick arrived at the location of the meeting, officers identified themselves. They obtained a search warrant for Fitzpatrick’s house and recovered several items of computer storage media. Forensic analysis of the media revealed images and video depicting children under the age of 12 being subjected to violence or sadistic activities.

Between 2004 and 2007, Foster, a day care owner of the Primrose Academy in Maineville, received visual depictions of minors used to engage in sexually explicit conduct. Authorities said his computer had about 25 compact discs that contained approximately 6,787 images and 367 videos of child pornography. They were found in a search of Foster’s residence in July 2011.

Status

On Oct. 24, Foster pleaded guilty to 10 first-degree felony rape counts in state court and pleaded earlier to one count each of possession and receipt of child pornography.

Sentence

On the state conviction, sentenced to 30 years in prison; sentenced 17 years in federal prison. Foster, a national of the United Kingdom, will be deported at the conclusion of his prison time.

Comments

"This case is particularly disturbing because the suspect had ready access to children," said Brian Moskowitz, Special Agent in Charge, U.S. Immigration and Customs Enforcement’s Homeland Security Investigations in Ohio and Michigan. "But it also illustrates the severe penalties that await those who engage in this type of depraved activity."

2012

Case Details

In June 2008, Furrow received at his home about 130 visual depictions of minors engaged in sexually explicit conduct that had been shipped and transported in interstate and foreign commerce. He purchased multiple online subscriptions to commercial child pornography websites which offered members-only access to images of child pornography. Furrow downloaded visual depictions of minors under the age of 18 engaged in sexually explicit conduct with other children under the age of 18, including prepubescent children. Most, if not all, of the images originated out-of-state or out of the country.

Status

In October, Furrow pleaded guilty to a one-count bill of information charging him with possession of sexual exploitation material of minors in interstate commerce.

Sentence

On May 10, sentenced to one year and one day in prison, 10 years on supervised release, registered for life as a sex offender and must have computer monitoring software installed on any computer device he uses while under court supervision after his release.

The employee contacted school officials who called the Delaware County Sheriff’s Office. In April 2012, investigators executed a search warrant at German’s residence and found an external drive connected to his computer. A forensic examination of the external drive yielded more than 10,000 images and 222 videos of suspected child pornography. The investigation determined that the victims were from at least 17 different states and 7 different countries.

Status

In March, German pleaded guilty to one count of sexual exploitation of children.

Sentence

On Aug. 2, sentenced to 4 years in prison.

Comments

“He basically had the American dream in every aspect of his life -- a long marriage, children, grandchildren, health, a meaningful career, respect of community, home ownership, and material possessions,” Assistant U.S. Attorney Deborah A. Solove wrote in a memorandum filed with the court prior to sentencing. “Although he has lost much of that through his actions that led to this case, he appears to be working on the child pornography issues and says he is grateful to have the opportunity to try address these issues that have troubled him throughout his life.”

Investigators uncovered an ad Goodman posted on an Internet website in April 2010 seeking models for a photo shoot. Goodman used language commonly associated with child pornography. An undercover investigator with the Franklin County ICAC Task Force patrolling the Internet responded to the ad posing as a foster father of two young girls. After corresponding for several weeks, they agreed to meet at a restaurant west of Columbus. When Goodman arrived for the meeting, task force officers arrested him. They searched his Springfield residence and found more than 100 images of child pornography on his desktop and laptop computers. Goodman has been in custody since his arrest. Goodman pleaded guilty on September 30, 2011 to one count of attempted sexual exploitation of children.

Status

On Sept. 30, 2011, Goodman pleaded guilty to one count of attempted sexual exploitation of children.

Sentence

On Feb. 16, sentenced to 15 years in prison, five years on supervised release, registered for life as a sex offender and must have computer monitoring software installed on any computer device he uses while under court supervision after his release.

Comments

“The defendant attempted to lure young girls online for the purpose of sexual exploitation and instead came under the scrutiny of law enforcement,” said Brian Moskowitz, Special Agent in Charge, U.S. Immigration and Customs Enforcement’s Homeland Security Investigations in Ohio and Michigan. “This sentence should serve as a stark warning to online predators who use the Internet to further their crimes: We are watching and the aggressive investigation and prosecution of these individuals remains a high priority for HSI.”

Keith traded 15 photographs he had taken of him sexually assaulting a child with a man in Las Vegas who then traded them with an individual in South Carolina who was under investigation for trading child pornography. FBI agents searched Keith’s Mason home and a storage unit he rented in February 2011. They seized cell phones, computers, zip drives and other similar products. Forensic analysis found Keith still possessed the above-referenced photographs in addition to numerous other images of child pornography. Some of the other images possessed by Keith included images of children as young as infants being sexually abused. The total number of images is well in excess of 600.

Comments

“Keith continued to exploit children by trading hundreds of sexual abuse images he took with others,” said U.S. Attorney Carter M. Stewart. “Because Keith used these images as a means of currency to receive other images, the photographs are forever in the stream of commerce. They can never be removed from the worldwide web.”

Mahoney, a home health care aide, arranged online a sexual encounter with an undercover officer whom he thought was a 15-year-old girl. He allegedly intended to photograph the encounter with his cell phone. He also sent 45 images and nine videos depicting prepubescent males and females engaged in sexual activity with adult males and other children. Agents searched a laptop computer belonging to Mahoney and found it contained numerous images of child pornography. Mahoney admitted his intentions to take photographs of his sexual activity with the fictitious 15-year-old female, that he had also engaged in an online conversation with an undercover officer about engaging in sex acts with the undercover officer's fictitious 4, 8 and 11-year-old children, that he had used a file-sharing program to download more than 100 files containing child pornography, and that he had previously engaged in sexual activity with his minor step-daughter for about four years, beginning when she was 6 or 7 years old.

In May, he pleaded guilty to distributing child pornography over the Internet and attempting to coerce a minor to engage in illegal sexual activity.

Sentence

Oct. 10, sentenced to 30 years in prison.

Comments

"The nature and circumstances of the offenses in this case undoubtedly fall toward the gravest and most horrifying end of the spectrum of child exploitation offenses," Assistant U.S. Attorney Heather Hill wrote in a memorandum filed with the court prior to sentencing. "He sexually abused and assaulted a young child from the time she was 6 or 7 until she was about 10 or 11, attempted to abuse four additional minor children, distributed at least 66 images and videos of child pornography, and furthered the victimization of countless children by downloading, viewing and sharing depictions of the horrific sexual abuse of minors."

U.S. Immigration and Customs Enforcement agents patrolling the Internet in 2009 for websites suspected of distributing child pornography found 17 images of a 10-year old girl engaged in sexually explicit activity on one of the sites and traced them back to a computer at McNamee’s Springdale home. Further investigation determined McNamee had taken 164 photos of the girl and three videos. “Some images portrayed sadistic or masochistic conduct or other depictions of violence; to wit, the girl was depicted in a sexually explicit manner while being bound with rope,” according to court records. Agents also found more than 500 other images of child pornography involving other children. The investigators determined that the images had been viewed not only across the U.S., but internationally as well.

In December 2011, Roberts contacted the then 14-year-old victim via a social networking website. Despite the victim’s age, which was clearly indicated on her profile page on the website, the defendant engaged in ongoing conversations with her, convinced her to meet him to listen to music, and then pressured and coerced her to engage in sex acts with him. Even when the victim indicated that she did not wish to continue her relationship with the defendant, he continued to manipulate and pressure her, threatening to expose the victim if she did not comply. At one point, after apparently not hearing from the victim for a period of time, the defendant made it clear to the victim that she had no option except to continue meeting with him. One of the child’s relatives found text messages from Roberts on the child’s phone and notified the Franklin County Internet Against Crimes Task Force.

Status

May 2012, Roberts pleaded guilty to one count of coercion of a minor.

Sentence

On Dec. 12, sentenced to 15 years in prison.

Comments

“The facts and evidence in this case clearly show that the defendant took advantage of the victim’s youth and vulnerability to coerce her to do what he wanted,” Assistant U.S. Attorney Heather Hill wrote in a memorandum filed with the court prior to sentencing. “The fact that the defendant preyed on a vulnerable victim makes his actions that much more reprehensible.”

Cincinnati Police arrested Rose in November 2008 and charged him with raping multiple boys. They searched Rose’s house and seized a computer belonging to Rose. A forensic examination of the computer equipment conducted by the Regional Electronic Crimes Investigations Unit revealed numerous digital images of child pornography. The images depicted at least five known victims and two who remain unknown, then under the age of 16, engaged in sexually explicit conduct as well as lascivious display of their genitalia. Detectives with the Cincinnati police Personal Crimes Unit investigated and identified several of the children involved in the images as being associated with the defendant.

Status

Rose was convicted on state rape charges and is serving a 30-year sentence; also pleaded guilty on Dec. 14, 2010, to three federal charges of producing child pornography involving three different children.

Sentence

On Nov. 15, sentenced to 51 years in prison.

Comments

Assistant U.S. Attorney Christy Muncy told the court that Rose “masqueraded in his community as a person worthy of trust. Parents left their children in his care because he presented himself as a role model. In reality, he preyed upon the innocence of their children’s youth. He paid young boys to engage in sex acts with him. He lured them into his home. In exchange for sex, he paid them with gift cards and baseball caps. He stole their childhood… His victims’ sentences will be life-long. The defendant’s sentence should be no less.”

In September 2011, an officer working in an undercover capacity was investigating activities on a peer-to-peer (P2P) file-sharing network. During the investigation, the officer made contact with an individual using the screen name “Olderswohioguy” later identified as Ross. Ross offered to share folders with the undercover officer, which he did. Because these folders were password-protected, Ross had to provide the undercover officer with the password so he could gain access. One folder included numerous images and videos depicting child pornography. The videos in particular depicted children less than 12 years of age involved in various sexual acts. On Sept. 19, 2011, FBI agents also connected with Ross via the same P2P network and were also provided with a password to access the folders shared by Ross. The images and videos shared and/or possessed by Ross involved children as young as four years of age and none appeared to be older than 13. Ross’s collection included multiple images of prepubescent children being raped or sodomized by adult males. One video in particular, depicted a child about nine years of age, hands and feet bound behind his back with a rope, while an adult male sexually molested him.
