Child support enforcement agency wins state award

County agency surpasses other Ohio counties in collecting delinquent payments, establishing paternity.

HAMILTON — For the eighth consecutive year, the Butler County Child Support Enforcement Agency has been named the best performing metro county in the state for the 2010 federal fiscal year.

The agency was recognized by the Ohio Office of Child Support for its highest performance among metro counties, best performance in paternity establishment and best performance in collections on cases with arrears.

OCS considers the 10 counties with the highest case loads in the state as metros. These counties include Butler, Cuyahoga, Franklin, Hamilton, Lorain, Lucas, Mahoning, Montgomery, Stark and Summit.

The federal government allocates incentive funds to child support agencies based on how well they establish paternity, establish support orders, collect current child support and collect past due support. The federal government also looks at cost effectiveness.

CSEA Executive Director Cynthia Brown said performing well in these categories is critical to making sure children receive support and ensuring the county receives the most incentive money possible so it can continue to offer “high-quality service” in the future.

Deputy Director Raymond Pater, who will become director next month, credited the “dedicated staff” for the agency’s success.

In 2010, Butler County CSEA collected $57,136,840.92 in child support, an average of $1,876.17 per case. This was the highest average among the metro counties.

Its 2010 paternity establishment percentage was 92 percent and it established paternity on 620 cases. As of Dec. 31, 2010, Butler County had 30,454 active child support cases.
