WHIO Reports: Justice at the Jailhouse

This edition of WHIO Reports focused on Miami Valley jails. Dayton Daily News reporter Josh Sweigart and guests expanded on investigations into the issues that local jails are facing due to budgetary constraints, drug use and mental health issues.
