Surveillance video does not show the man grabbing one of the teens, but deputies said his behavior is suspicious.
He had been in the store for a half hour, but was not looking at any products on the shelves, and he only had one small item in his cart, police said.
Brett Tipton, a patron of the store, said, "That's pretty sick and pathetic."
"For the most part in this area, I've felt pretty safe," said Cynthia Jones. "If it's nighttime, I try to bring somebody with me."
Police said the man was driving a mid-1990's red GMC Sonoma pickup truck.
